Records Management Challenge
  • SUMMARY DESCRIPTION OF ISSUE
  • Electronic Operating Environment. Regulations
    and guidance regarding records management and the
    marking, filing and archiving of office data,
    such as NASA Policy Directive 1440, have not been
    uniformly updated to reflect todays electronic
    operating environment.
  • Program/Project Records. Failure of
    programs/projects to consistently incorporate
    records management requirements into
    program/project planning and execution results in
    records that are not appropriately retained or
    disposed of throughout the program/project life
    cycle.
  • ADDITIONAL INFORMATION/ASSESSMENT
  • The OIG audit of e-mail records management found
    that, while NASA policy is generally consistent
    with applicable NARA requirements, the
    implementation of these policies needs
    improvement, especially with regard to the
    identification and management of electronic
    records.
  • NASA lacks updated e-records guidance reflecting
    NASAs current electronic environment.
  • NASA needs to implement e-records training that
    is developed.
  • Records Officer and Center Records Managers need
    to perform NPD-required records management
    reviews.
  • SAT DISPOSITION
  • Add to the Agency watch list as a Management
    Challenge and request preparation of a corrective
    action plan for the next SAT meeting (December
    2007).
