    construct the enabling environment
  • in which anybody who should need the
    Internet can use it freely without the language
    barrier irrespective of their languages .

  • - We have seen the phenomenal growth of the
    Internet, but mostly in one particular
    language- This deepened the economic gap and
    denied the local people their own valuable
    culture.
