• Administered by TRB in cooperation with AASHTO
  and FHWA

• Proposed 450 million
• Authorized 205 million
• Expected 150 million (estimated)
• Reduced funding requires significant re-scoping
  of focus areas

Oversight Committee

• Chaired by Al Biehler, PennDOT
• First met in January 2006 and performed first
  stage of re-scoping
• Next meeting in July 2006 to approve Year 1 work
  program

Technical Coordinating Committees (TCCs)

• One for each focus area
• Established in March 2006
• Total of 58 members from public, private, and
  academic sectors
• All met in May-June to
• Continue re-scoping effort
• Prepare first-year program

Re-Scoping

• Responsibility of Oversight Committee with input
  from TCCs
• 1st stage (1/06) more policy-driven
• reduced research contracts to 200 million
• retained all four focus areas
• 2nd stage (ongoing) more technical
• TCCs are prioritizing remaining projects
• Oversight Committee review approval in July

First-Year Program

• Anticipate 8-10 projects across all four focus
  areas
• Obligate about 17 million (15 of total research
  budget)
• Make awards by end of 2006
• Pending Oversight Committee approval

Short-Term Schedule

• By mid-July approve Year 1 program
• By 9/1 ETGs meet, RFPs advertised
• By 11/1 Year 1 proposals due
• By 12/15 TCCs and OC formulate Year 2 program
• January 2007-TRB announce Year 1 awards and
  Year 2 program

Longer-Term Schedule

• Semi-annual committee meetings
• Semi-annual RFP advertisement and award of
  contracts
• Quarterly progress reports on SHRP II web site
• Implementation report due to Congress in 2009

State Coordinator Role

• Point of communication with state DOTs for
  results, reports, products, questions
• Recommend ETG members
• Coordinate state involvement loaned staff, beta
  testing, etc.
• Coordinate with state research efforts
• Feedback to SHRP II

State Coordinator Status

• As of 5/31 50 member agencies have made
  appointments
• 46 are also the states RAC member
• 5/25 e-mails requesting loaned staff and help
  in recruiting permanent staff
• Soon? Requests for ETG members
• Use of RAC meetings?
