Why Does WHRP Exist?
  • The Safe, Accountable, Flexible, Efficient
    Transportation Equity Act A Legacy for Users
    (SAFETEA-LU).
  • 2 of apportionments must be used for State
    Planning and Research (SPR) activities.
  • States must allocate 25 of SPR funds for
    research, development, and technology.
