• Site Size Configuration
• 57 of sites are over capacity, have no expansion
  options, and/or have site configurations that
  constrict or limit the flow of traffic
• Building Size Configuration
• 67 of buildings (i.e., administration,
  headhouse, commercial) are at or beyond capacity,
  have legacy agency or inefficient configurations,
  and require complete replacement or renovation to
  support current operations
