2An Overview
- 16 of the countrys population.
- 80 in rural areas
- 31 of the total families in the state are living
below poverty line in rural areas. - Number of districts - 71
3Genesis and Organisation
- In 1954, the Government of India established this
centre to impart training to the officers in the
area of Rural Development and Panchayati Raj.
Later the Institute was handed over to Uttar
Pradesh Government. It is located at
Bakshi-ka-talab, Lucknow. Management council of
the Institute is headed by the Agriculture
Production Commissioner, Executive functions of
the Institute are discharged by Director General.
4Vision and Mission
- The Vision of the Institute is the overall
development of Human Resource in rural areas
through Training, Consultancy and Research. - Our Mission at SIRD is to enable people centric,
equitable development at the base level.

- 17 RIRDs in 15 Districts.

This Institution is meant for training
- BDOs, ADOs, VDOs, other department officials
working under various Rural Development Schemes
i.e. SGSY, Rural Water Supply and Sanitation,
NREGA, Hariyali etc. as well as Zila Panchayat
Adhyaksha, Block Pramukh, Pradhan, elected
representatives of PRIs and Panchayat Secretaries
will be imparted training in the next five years.

12Establishment of 23 New ETCs
- At present there are 71 districts in Uttar
Pradesh. However, there are 50 ETCs (17 Regional
Institutes of Rural Development and 33 District
Institute of Rural Development) in the State.
Therefore, there is urgent need of opening 23
ETCs in the State to carry out training
programmes especially for District and Block
level officials and non-officials, PRIs and
officers working under different Rural
Development Schemes.

15Coordination of Training of Panchayati Raj and
Rural Development functionaries
Suggestions
- The modules for delivering lectures on various
topics on Panchayati Raj, Rural Development
functionaries should be developed at NIRD / SIRD
under the guidance of Government of India. The
same modules for each topic should be used at
various SIRD / ETCs in India to maintain
uniformity for imparting training to the
participants.
16Capacity building of Faculty Members
- To promote the training function as well as
capacity building of faculty members of SIRD and
ETCs, there is a need to conduct off-campus
training programmes by NIRD like DoPT of GOI,
which is sending the faculty members of ATI to
abroad, there is a need of sending trainers of
SIRD / ETCs abroad by MoRD.
17Undertaking TNA Exercises for all type and
categories of clientele group officials and
non-officials of Rural Development and PRIs.
- There are four steps in the systematic approaches
to training which are closely associated with
performance problems, these are as under - Identifying training needs (TNA)
- Place Design
- Implementation of Training
- Assess Results
- TNA exercises should be carried out for all
categories of clientele groups officials and
non-officials in order to ascertain their needs
for training.
