Governance An Information Perspective
  • Representative democracy allows participation for
    all its citizens by having access to relevant
    information
  • Participative Democracy allows wider further
    participation for all its citizens by consuming
    as well as by producing information
  • Government by nature an information intensive
    organization
  • The new model of governance to be based on the
    transactions in virtual space, digital economy
    and knowledge oriented societies

  • With 73rd and 74th amendments of Constitution,
    Panchayati Raj Institutions (PRIs), are going to
    play significant role in ensuring enhancing
    participatory nature of governance processes,
    between governors and governed
  • With rural PRIs numbering 540 ZPs, 6096
    Block(intermediate) Panchayats, approx 2, 39,000
    Village Panchayats, covering 70 population - the
    role of information and its delivery is going to
    be significant to the extent that it may become
    dominant guiding factor to shape the
    participation process
  • The situation becomes complex enough if we
    include Urban PRIs as well !
  • With so many producers and consumers of
    Information, there is a need to have elaborate
    system of information management

  • Building ICT Skills
  • Availability of Resources up to District level to
    build human capacities impart ICT training to
    government officials
  • Conduct training programs for government
    officials at Centre, State and District level
    round the year.
  • More than 60,000 man-years of Domain Experience
    in various sectors of governance, which include
    Health, Rural Development, Agriculture,
    Education, Commerce, Finance, External Affairs
    (Passport), Industry, Civil Aviation etc.
  • NIC has application software packages almost in
    all areas of governance which have been prepared
    in consultation with respective stakeholders

  • Recently, Ministry of Panchayati Raj, Govt. of
    India organised three days workshop to discuss
    the issues related to Introduction of e-Gov in
    Rural PRIs and Capacity Building with all states
    in Jaipur, Rajasthan.--
  • There is a need to involve all stakeholders
    through such consultation and build capacities
    (including training needs), such as a given
    below, to strengthen their main line activities
    without distraction
  • Ministry also launched National Panchayat Portal
    (http//panchayat.nic.in) with website of the
    ministry acting as a gateway and containing the
    framework portal for all State PR Deptt, 540 ZPs,
    6096 BPs and 2,39,000 VPs.
  • These PRIs could maintain and manage information
    on these portals without writing any programme
    (Source Code).

  • Certifying Authority
  • NIC Certifying Authority is responsible for the
    issuance and maintenance of digital certificates
    for usage within the government sector
  • Provides it's users with all the services
    required in smooth operations in using the
    Digital Certificates signed by it supports
    following activities for enrolling users
  • Certificate Enrollment Request
  • Certificate Renewal Request
  • Certificate Suspension Request
  • Certificate Status Information Request

  • Initiated the development of an Interoperability
    Framework for e-Governance (IFEG)
  • IFEG envisages facilitating joined-up service
    delivery through a single window.
