4Governance An Information Perspective
- Representative democracy allows participation for
all its citizens by having access to relevant
information - Participative Democracy allows wider further
participation for all its citizens by consuming
as well as by producing information - Government by nature an information intensive
organization - The new model of governance to be based on the
transactions in virtual space, digital economy
and knowledge oriented societies
5Governance An Information Perspective
- With 73rd and 74th amendments of Constitution,
Panchayati Raj Institutions (PRIs), are going to
play significant role in ensuring enhancing
participatory nature of governance processes,
between governors and governed - With rural PRIs numbering 540 ZPs, 6096
Block(intermediate) Panchayats, approx 2, 39,000
Village Panchayats, covering 70 population - the
role of information and its delivery is going to
be significant to the extent that it may become
dominant guiding factor to shape the
participation process - The situation becomes complex enough if we
include Urban PRIs as well ! - With so many producers and consumers of
Information, there is a need to have elaborate
system of information management
