2Why organise the employers ?They have to be
organised to do the dialogue and currently they
are not !
- Is this a paradox ?
- EU sectoral social dialogue was built this way
- Last example Hospeem
- It always takes time
- we do not see an added value
- EU process They do it in other countries
- If not us someone else will take the place

4Who is competent ?
Double or coordinated delegation for the NWG
5Who is competent ?
- Only structures, no individuals
- If individuals are competent, they have to create
a structure - Hability to negociate
- Legal hability v.s. effective hability
- Invite everyone and work with those structures
which are interrested - External audit but the EC (not anyone else) takes
the final decision about representativity
6How to push them ? Trade-Unions initiative can
mean troubles
- Compare with other countries, notably neibourgh
countries - Employers european networking, testimonies from
foreign employers - Not a trade-union project but an EU prospect
- Wanted by the EU institutions
- CEEP support
- Propose to the Ministry to take the lead ?
