Partnership between the world of sports and the
world of development will boost understanding of
the contribution sport can make to sustainable
development. Magglingen Declaration Develop
ment of sport is one of IPCs main targets.

Analysis
  • We have to create worldwide the means and the
    opportunities to practice sport.
  • It is impossible or very difficult to practice
    any kind of sport at grassroots level.
  • Many persons with a disability are unaware of the
    fact that sport could lead to improvement of
    their life / social environment.

  • IPC has a social role to play and it should
    assume its responsibilities in creating equal
    opportunities for all.
  • There are too many and too major differences
    within the Paralympic Movement (differences
    between countries and regions and sports).
  • Permanent attention is required for the
    improvement of sports technical and sports
    organizational structures.

Strategy
  • An inventory to be gathered on what organizations
    are undertaking which development activities.
  • An inventory about the needs of sport development
    worldwide country by country and sport by
    sport, etc.
  • On the information gathered (needs) IPC will
    create development projects / programmes

  • The project / programmes must lead to a
    sustainable and structural improvement of the
    current situation.
  • Projects / programmes form an integral part of
    IPCs long term development plan (WWDP).

  • The WWDP must include a clear identification of
    priorities based on the questions
  • Why (rationale, goals, etc.)
  • Where (country, regions, etc.)
  • When (seasons, timing, etc.)
  • What (purposes, areas, etc.)
  • Conditions (finances, rules, etc.)

  • WWDP will be financed by the Paralympic
    Solidarity and Development Fund (PSDF).
  • PSDFs financial means will be taken into account
    in order to develop a realistic WWDP.
  • Successful projects / programmes will be used by
    IPC Fundraisers.
  • IPC will co-operate with other organizations
    active in field of (sport) development.

Organization and Structure
  • IPC will be the driving force for the worldwide
    coordination / support.
  • The Governing Board (GB) will have the final
    responsibility.
  • IPC will delegate the responsibility for
    coordination, implementation and monitoring to
    the IPC Development Committee.

  • Within this Committee all IPC stakeholders
    working in the field of development will be
    represented (e.g. IOSDs, regions, NPCs, sports,
    etc.).
  • IPCs President will chair the Committee.
  • The Committee will cooperate with external
    organizations (e.g. IOC, NGOs, U.N. agencies,
    etc.)

  • The expertise and efforts of IPC stakeholders
    will primarily be used for implementation of
    plans / programmes.
  • For the implementation, the Committee can also
    use the assistance of external organizations.
  • The Committee will be supported by IPC staff
    members.
