1.Neutrality ACT of 1939

• Two days after Britain and France declare war on
  Germany the United States proclaims neutrality.
• Although congress allowed U.S. companies to see
  weapons to warring nations.

2. Destroyers for Base Deal

• Spring 1940 Winston Churchill asks FDR if Britain
  can purchase old American warships.
• FDR agrees and sends fifty destroyers to Britain.

3. American Isolationism Debate

• Many Americans side with the British and French.
• However, the group America First Committee was
  formed in 1940 to oppose any aid or intervention
  in Europe.

4. 1940 U.S. Presidential Election

• FDR elected to his third term as president.
• American public feels safe continuing with the
  leader they have known.

5. Lend Lease Act

• Allows the United States to send weapons to
  British.
• Justified because it was ruled vital to the
  defence of the United States.

6. Hemispheric Defense Zone

• The United States claimed that entire western
  portion of the Atlantic Ocean was neutral.
• Allowed the United States to send arms to Britain
  and give locations of German submarines while
  remaining a neutral nation.

7. The Atlantic Charter

• A plan set by FDR and Churchill which supported
  democracy, nonaggression, free trade, economic
  advancement and freedom of the seas.

8. America Embargos Japan

• 80 of Japans oil was exported from the United
  States
• Japan preparing to attack British territories was
  embargoed
• Japanese upset and join axis powers.

9. Japan Prepares Secret Attack at Pearl Harbor

• Through 1941 Japan and the United States
  attempted to agree on terms to end tensions in
  the Pacific.
• Japan bombs Pearl Harbor December 7, 1941.
