1.Neutrality ACT of 1939
  • Two days after Britain and France declare war on
    Germany the United States proclaims neutrality.
  • Although congress allowed U.S. companies to see
    weapons to warring nations.

2. Destroyers for Base Deal
  • Spring 1940 Winston Churchill asks FDR if Britain
    can purchase old American warships.
  • FDR agrees and sends fifty destroyers to Britain.

  • Many Americans side with the British and French.
  • However, the group America First Committee was
    formed in 1940 to oppose any aid or intervention
    in Europe.
