About PHLO
  • Infrastructure grant awarded

4
Our goals / The opportunity
  • To put BC in the unique position to be a
    research-rich, learning province
  • To be the most dynamic environment in the country
to study population health and learning
  • To be the first population health data repository
to include development and environmental data
  • To develop and implement best practices in
privacy and data security for research purposes

  • Land use data BC Assessment Authority
  • ?Lot based
  • Health data
  • ? Individually based, by PHN

8
  • Aggregating to postal code or census tract
    obfuscates critical differences considered
  • Connecting to GI illness must be done at the
    individual address level

9
Our mission
To advance collaborative research, training, and
data resources that will foster unique insights
into human health and well-being.

17
Key underpinnings of research resource concept
RESEARCH RESOURCE
Coordination, not consolidation
  • Existing organizations maintain organizational
    integrity, relationships, responsibilities
  • Economies of scale and best practices through
    pooling i.e. data documentation, linkage
    protocols

18
Key underpinnings of research resource concept
RESEARCH RESOURCE
Fastidious privacy protocols
Coordination, not consolidation
  • Mandate to meet and exceed FOIPPA regulations,
building on proven track record of BCLHD and
    Edudata
  • Access approval remains with data stewards

19
Key underpinnings of research resource concept
RESEARCH RESOURCE
Fastidious Privacy protocols
Coordination, not consolidation
State-of-the-art security
  • Data resources are stored as independent data
    holdings with cooperative management
  • Security protocols and technologies are cutting
    edge

20
Key underpinnings of research resource concept
RESEARCH RESOURCE
Fastidious Privacy protocols
Coordination, not consolidation
Research-driven agenda
State of the art Security
  • Data development is guided by PHLO partners

21
Key underpinnings of research resource concept
RESEARCH RESOURCE
Available to researchers more widely
Fastidious Privacy protocols
Coordination, not consolidation
Research-driven agenda
State of the art Security
  • Research resources will be available to non-PHLO
researchers with approved access, on a cost
    recovery basis

25
Key underpinnings of collaboratory concept
COLLABORATORY
Dedicated research space
  • Spatial setup to allow for increased interaction
of partnering organizations and fostering new
    ideas

26
Key underpinnings of collaboratory concept
COLLABORATORY
Dedicated research space
Partnering across institutions
  • Extend cross-fertilization across geographical
    and institutional boundaries
  • Government, other universities, other institutes

27
Key underpinnings of collaboratory concept
COLLABORATORY
Dedicated research space
Setting research priorities
Partnering across institutions
  • Collaborators help to set an agenda for
population health research, and in turn for
development of the resources of PHLO

28
Key underpinnings of collaboratory concept
COLLABORATORY
Dedicated research space
Creating capacity in the next generation of
researchers
Setting research priorities
Partnering across institutions
  • Development of cutting edge tools and techniques
  • Creating an intellectual environment for
    population health research in BC

29
Key underpinnings of collaboratory concept
COLLABORATORY

researchers
Setting research priorities
Partnering across institutions
Advanced training
  • Research privacy training
  • Using administrative data

30
Why is this important?
31
  • Lifecourse perspective / developmental
    trajectories (NICU case study)
  • Cross-domain impacts (Langley water case study,
    Fire smoke case study)
  • Family unit or intergenerational analysis
    (Sawmill worker case study)
  • System level, population based perspective
  • Longitudinal policy perspective

Vehicle exhaust and industrial emissions
35
Sawmill workers children case study
  • Original cohort of 28,000 sawmill workers, worked
in one of 14 BC sawmills 1950-2000
  • Study of health impact of exposure to
    chlorophenol wood preservatives
  • Objectives have expanded to include, i.e. noise,
wood dust and mold exposures, job strain

Research opportunity Are there
inter-generational impacts of working conditions?
