  • Southern Sudan comprises of 10 states with total
    area of some 640,000 square kilometres and with
    population estimated at 11.6 million in mid-2007.

1-BACKGROUND cont.
  • Under the current Comprehensive Peace Agreement
    (CPA) ,signed on the 9th Jan.2005, the ten states
    constitute the Government of Southern Sudan
    (GOSS) operating under the Interim Constitution.
    The CPA provides for Self determination through a
    referendum scheduled for 2011.

BACKGROUND cont.
  • The population has common ethnic, cultural,
    religious background and norms. People of
    Southern Sudan have a long history of resolve and
    military struggle to attain political identity,
    vision and destiny.

  • Although fossil oil production is already
    generating substantial incomes ,the overall GOSS
    development strategy is to promote and sustain
    agricultural production and processing as the
    backbone of its economy, now and into the
    long-term future.

  • The Government of Southern Sudan, (GOSS)
    accords highest development priority to
    rebuilding its human capacity and infrastructure
    for increased agriculture and forestry production
    throughout the country.

2-Agriculture and forest policy frameworks
  • GOSS has taken a critical look at the past and
    the present evaluated its resources natural,
    human and fiscal identified weaknesses,
    constraints, strengths and opportunities and has
    developed a comprehensive agricultural national
    strategy

  • Ministry of Agriculture and Forestry ( MAF)
    vision Food security for all the people of
    Southern Sudan enjoying improved quality of life,
    environment, and economic prosperity.

MAF MISSION
  • MAF functions on a mission to transform
    agriculture from traditional/subsistence system
    into a modern and socially and economically
    sustainable agriculture through science-based,
    market-oriented, competitive and profitable
    agricultural system, without compromising the
    sustainability of the natural resource for
    generations to come.

  • MAF has set three goals to achieve
  • Food Self Sufficient by 2011
  • Reducing Incidence of Poverty by 30 in 2011
  • Contribute to Increased GDP by 25 in 2011

3-STRATEGIC OBJECTIVES
  • In order to achieve the above national goals, MAF
    will pursue the following key strategic
    objectives
  • Priority policies that quickly boosts
    agricultural production
  • Make available agricultural inputs, including
    credit facility, at affordable cost
  • Rehabilitate and expand rural infrastructure
    including feeder roads, markets

  • Develop and provide research and extension
    services, and market linkages
  • Develop and strengthen institutional and human
    resource capacity
  • Protect, regenerate and conserve natural
    resources formulate policy incentives for
    rational and sustainable management and
    utilisation

4-SITUATION ANALYSIS
  • Southern Sudan has an immense potential for
    sustainable economic development with its endowed
    vast natural resources and favourable
    agro-ecology conditions. About 50 percent of the
    total land surface area is prime agricultural
    land while the remaining 50 percent is composed
    of marginal arable land, forests, mountain and
    wetlands.

  • . The amount and distribution of rainfall varies
    by region ranging from 500 mm per year in the
    north, providing a growing season of 130 150
    days, to about 2000 mm in the Southwest where the
    growing season is 280 300 days.

5-STATUS OF FORESTS
  • The economic potential of forests is significant
    with teak and mahogany being the two most
    important tree species of Southern Sudan.
    Southern Sudan is richly endowed with natural
    forests and plantations. Before the outbreak of
    the last war in 1983, it was estimated that about
    68 total national forest biomass was located in
    Southern Sudan and formed the base for production
    of 85 sawn timber used in the whole of Sudan

  • These forests also play crucial ecological
    functions in Nile Basin context.. The existing
    natural forests and woodlands provide valuable
    commercial products, including timber trees, but
    have become severely degraded by wild fires,
    overgrazing and over cutting during successive
    wars.

  • Forests and forestry activities provide both
    wood and non-wood forest products and a vital
    source of income to the rural poor. In addition
    to direct benefits in the form of income, food
    (Shea butter, fruits, etc) fodder for wildlife,
    etc.,the forests provide many vital indirect
    benefits in form of environmental protection etc.

  • MAF core programmes are
  • Forest and forest biodiversity conservation
  • Promotion and support for community participation
    in forest management and protection
  • Promotion of private sector participation
  • Promotion of forests products processing, trade
    and marketing

  • Several agricultural policies are necessary for
    the full implementation of this strategic plan
    Some of the key ones are
  • Land use policy Land Ownership/tenure,
    Allocation, Lease Land development, Land tax,
    Zoning, etc.
  • Agricultural Inputs policy seed policy input
    pricing, subsidy, and incentives regulation,
    safety and protection of agrochemicals
    quarantines for imported plant materials
    import/export of germplasm, seeds, agricultural
    tools, machinery.

  • Agricultural Credit policy incentives to
    farmers and agricultural entrepreneurs in the
    form of loans, loan guarantees, credit facility.
  • Agricultural Marketing policy liberalised
    trade and price policy, incentives to private
    sector, policy on market coops taxes and
    charges, local and state barriers commodity
    specific trade policy grain reserve quality and
    standards import and export of agricultural
    products, transport
  • Natural Resources and the Environment Management
    policies environmental policy resources use
    policy forest regeneration, management, and
    exploitation cost and use sharing community
    based NRM policy

  • Forest policies include
  • Forest policy this has been drafted passed by
    the Council of Ministers/GOSS and has been
    presented to the Legislative Assembly for study
    and endorsement
  • .Forest concessions policy this has been
    drafted and will soon be debated and adopted.

  • Forest products pricing policy liberalised
    trade and price policy, incentives to private
    sector policy on marketing, commodity specific
    trade policy quality and standards import and
    export of forest products, transport
  • Control of fires policy to cover prevention of
    wild fires fire danger detection and
    preparedness fire barriers fire control
    arrangements.

IMPLEMENTATION
  • The main constraints are Funds and Human
    Resources.Some of the programs are budgeted under
    the MTDF (Multi-donor Trust Fund). The rest will
    be through bilateral agreements with
    international Development Agencies and
    non-governmental organizations
  • HRD ie training is a must for implementation
