STAGES OF THE PROJECT
1. First steps (01.12.2005-01.01.2006)
  • Setting and training the team of the project
    having as members the chiefs of Police stations
    within District 1 and proximity officers
  • Identification of the problem which affects the
    safety of citizens who dwell in District 1

2. Identification and analysis of the problem
(01.01-01.05.2006)
- SUBJECTIVE ANALYSIS
  • Creating and carrying out a survey which analyzed
    peoples opinion
  • regarding this matter, its causes and the
    measures that were thought
  • to be suitable

  • - the outcome was that 86 of the interviewed
    were disturbed by
  • the beggars and vagrants presence in the
    street, however 32
  • admitted having offered money, food or clothes
    to them and also
  • permitted them to sleep at the entrance of the
    buildings.
  • Moreover, 62 of the interviewed are not
    familiar with the public
  • Authorities that deal with the problem.

- OBJECTIVE ANALYSIS
  • The project working group analyzed the
    phenomenon through the
  • number of crimes committed by these persons in
    2005, being identified
  • certain social causes which permit the emergence
    of this phenomenon.

CAUSES OF THE EMERGENCE OF THE PHENOMENON
  • Lack of family
  • Lack of means
  • Indulgence in this irresponsible way of life
  • Failure of the action of the entitled
    authorities
  • Lack of legislation regarding social reinsertion
    of the children
  • A rather small number of places in the shelters
    compare to the number of the children in the
    streets
  • Lack of support of the NGOs

3. The making off of the project
(15.05-01.09.2006)
  • setting goals - establishing target groups -
    setting tasks for the partners
  • setting a final evaluation method after two
    years and an intermediate one
  • after one year
  • It was a fruitful cooperation with the
    representatives of the public
  • authorities and NGOs involved in similar projects
    in different Districts of Bucharest, one of the
    topic being the amendment of the legislation
  • It has been discussed the foundation of the Local
    Centre for
  • coordinating the street children issues and
    creation of a data-base
  • containing these persons.

OBJECTIVES
  • identifying the risk areas
  • diminishing the crimes committed the street
    children
  • Reducing the risk of becoming a victim
  • setting a work strategy
  • decreasing the number of families who live in
    the street and send
  • their children out for begging
  • Creation and monitoring a data-base containing
    these persons.
  • developing new facilities and 24/7 shelters

OBJECTIVES
  • Assuring the psychological counseling for the
    children placed
  • in social shelters
  • Setting up some proper training and educational
    programs for
  • the children reinsertion into regular or special
    schools
  • - Taking certain measures in order to prevent
    their coming back
  • in the streets
  • School abandonment monitoring
  • Looking for any solution to stop the drug use in
    the school
  • Making the citizens being aware regarding the
    importance of
  • reporting the presence of any child in the
    street
  • Periodical meetings of all the partners in the
    project for monitoring
  • the activities and preventing any possible
    difficulties.

UNFOLDING THE PROJECT (01.09.2006-01.09.2008)
  • Within this period of time the already
    established measures will be carry
  • on and also some evaluation of the activities
    will be performed, the first
  • one within the period 01-15.09.2007
