Human Performance Center
DoD HFE TAG 52 Human Systems Integration 1
November 2004

MR. John Rice for Capt. Matt Peters, USN
Commanding Office
2
Briefing Purpose
  • Address the Navy commitment to improving the
    mission capability
  • of our sailors and briefly describe the role of
    the Navy HPC
  • Origin
  • Mission
  • Organization
  • Describe the HP Detachment concept
  • Show HPSMs application to Capability-based
    Acquisition
  • Request the HFE TAGs assistance defining and
    integrating
  • unique roles and functions of various Human
    Science Communities
  • of Practice to provide for effective HSI to
    achieve required military
  • capability.

3
The Origin of the Navys HPC
  • Executive Review of Navy Training (Oct00)
  • Explicitly managing human performance is not a
  • function the Navy performs today
  • Significant change growth will be required to
  • implement this concept
  • Navy performance consultants must be
  • developedgrown from within the Navy from
  • the best sources elsewhere
  • The Navy needs an organization fully dedicated
  • to Human Performance
  • Task Force EXCEL HP Cell (Sep01)
  • The HPC will be the key enabler for the HPSM
  • It will serve 3 primary customers Sailors, the
    Fleet
  • the acquisition community
  • Its organizational structure will evolve in a
    phased
  • approach commensurate with its workload
  • Provisional HPC (Dec02)

4
HPC Mission
The mission of the Human Performance Center is
to optimize Naval warfighting performance by
applying the Human Performance Systems Model and
the Science of Learning to all facets of Naval
operations.
Generate solution options and metrics
Apply Science of Learning Human Performance
Conduct effectiveness cost analysis
Translate job requirements into competencies
Performance Consultants
(K, S, A, O, T)
Make recommend- ations
5
Human Performance Improvement
Human Performance Improvement (HPI) is achieved
by identifying and removing or avoiding barriers
that limit mission capability by preventing
people from achieving optimum performance of
mission tasks.
  • Based on an evolving field rooted in the
    principles of behavioral
  • cognitive psychology, instructional
    technology, human factor
  • engineering, organizational development and
    related fields..
  • Uses processes based on systemic systematic
    analysis of human
  • performanceusing a standardized approach to
    Mission, Performance
  • Gap Root Cause Analyses leading to
    Intervention Selection and related
  • risk assessment of Development/Acquisition
    activity.
  • Focus on peoples roles and functions defined by
    KSA and tools,
  • to achieve mission objectives
  • Directly tied to developing, maintaining, and
    using affordable and
  • cost effective mission capability
  • Uses blended solutions that integrates
    Manpower, Material,
  • Training, Doctrine/TTP, Policy, supporting
    effective Human
  • Systems Integration Engineering

What is HSI?

The rate of change in Defense threat, missions,
technology, organization and processes has
revolutionized the way human issues affect
mission successes. The structure and emphasis
of both the research in and the application of
human physical, mental and social science needed
to achieve mission success may need to
change.Changes may need to include
restructuring of the work performed by human
science professionals to redistribute knowledge,
skill and tasks into discernible jobs.

Lack of clearly defined human science
discipline's roles will result in duplication and
waste in some areas while other critical areas of
concern are ignored. We do not have the clear
roles for HFE, HSI engineers (?) and HP
technologist (?), Etc., that are needed to
achieve synergy of effort required to achieve
cost effect human mission capability even if the
objectives are clearly defined.

  • In capability-based acquisition, there is a
    need for continuous independent
  • HP assessment of emerging systems to
    identify
