Strategic academic collaboration -A road map to
start MOU process.
  • Definition
  • It is a concept to maximize the potential of all
    our Universities (faculty, students and other
    stakeholders) in Karnataka and the professional
    community of learners via working together
    locally, regionally, nationally and
    internationally to achieve sharing of best and
    tested education practices via a mutually
    beneficial and collaborative international
    partnership.

Proposed activities of CISAC
  • Provide guidance and support to all University in
    the State on the development of strategic
    academic collaborations and the enhancement of
    existing collaborations and partnerships in line
    with the vision of the Honble Minister of Higher
    Education Shri. Basavaraj Rayareddy ji.
  • To ensure that arrangements are in place at the
    University level for the effective management of
    overseas strategic academic collaborations,
    including procedures for the maintenance of
    academic standards and the assurance and
    enhancement of the student learning experience.
  • Maintaining an updated data base of all MOUs and
    Collaborations with all Universities in the
    state of Karnataka.
  • Liaising with International Deans, College
    International Leads and College International
    Business Development Managers and key overseas
    University Services on the development and
    management of academic collaborations.

Proposed activities of CISAC
  • Liaising work With all the Consulates in
    Bengaluru and Embassy in New Delhi to monitors
    and arrange academic and government delegation
    visits (both inwards and outwards).
  • Liaising with the Ministry of External Affairs,
    MHRD, New Delhi.
  • Taking part in International and local seminars
    on Higher Education collaborations, etc.
  • Skills Set Development The selected Overseas
    University which will enter into a workable MOU
    will also have as a main agenda to develop
    tools/modules/study notes to develop the Skills
    Set of University lecturers.

Role of Government of India
  • During December 2016, UGC and AICTE had issued
    guidelines (GOI - official gazette dated
    11/07/2016) for encouraging collaboration between
    Indian and known overseas Universities with a
    view to increase synergy between Indian and
    foreign academic institutions and foreign Higher
    Education Departments to undertake sharing of
    beneficial best practices and new research
    avenues for the benefit of our University
    students and faculty in India.
  • This initiative has the full support of MHRD and
    all States in India have been advised to look
    into this on priority basis.

Why Karnataka
  • Karnataka is a blessed state as its strength lies
    in its qualified and skilled manpower supported
    well will 55 Universities in the State.
  • Going forward, Karnataka will need become a hub
    of supply of talented, qualified and skilled
    manpower both within India and globally per the
    vision of the Honble Minister of Higher
    Education, Karnataka Shri. Basavaraj Rayareddy
    ji.

Education Hubs with a international partner
  • One of the suggestion of the proposed Centre will
    be to Create Education Hubs or Centres of
    Excellences (CoEs) strategically in Bengaluru and
    allow reputable overseas institutions and
    universities to establish a presence in India,
    through joint initiatives (with any local
    university in Karnataka) in curriculum design and
    delivery, branch campuses, train the trainer
    initiatives and joint research and scholarly
    activities that could help build capacity, reduce
    the imbalance in student mobility and attract
    significant export earnings.

Centre of Excellence (CoE) Concept
  • For an MOU with a Foreign University/Government
  • The objective of a typical CoE will be to act as
    a channel for all Universities in Karnataka. They
    will have multiple products delivered through it.
    CoE will focus on improving the standards of
    higher education in Karnataka by sharing of best
    practices, faculty movement, joint research
    opportunities. Joint meetings, receiving of
    faculty and delegation from Overseas, exploring
    new areas of strategic academic collaboration,
    finding new partners, investments for joint
    research undertaking, etc.
  • As a first stage, Our Universities would join
    hands with selected Overseas University to
    examine specific topics/areas of interest and
    develop necessary course curriculum (suitable to
    our environment). Well drafted MOUs will be
    recommended to take this initiative forward.
  • The proposed centre will look at areas as
    advancement in Logistics and Supply Chain
    Management (new developments), Sports Science,
    SME development activities.
  • Once a curriculum is developed, these courses
    could be accessible to all Universities in
    Karnataka.

Timing
  • Looking at the various current objectives by
    MHRD, New Delhi which is to create conditions
    for knowledge generation through improved
    research facilities in universities and colleges.
    To promote collaboration with International
    community, foreign governments,
    universities/institutions and regional and
    international institutions, for the advancement
    of universal knowledge and intellectual property
    rights., etc, it will be the right time now for
    the Government of Karnataka to take up this
    initiative to set up CISAC. It will be the first
    State in India to do so. This will bring in
    latent benefit to the Department of Higher
    Education, Karnataka and increase its profile.

Signed MOUs
  • Action Plan
  • 1. CISAC Nodal Office will study all the MOUs
    entered to by all the Universities in Karnataka
    with foreign institutions/Universities.
  • 2. All those MOUs which are over 12 months will
    be examined and if found not feasible will be
    cancelled.
  • 3. All MOUs which have potential to benefit
    College graduates via new joint research, skills
    development agenda and curriculum development
    will be fast tracked.

Which Universities to be tapped
  • Universities in the UK to be tapped as a first
    stage
  • Today the UK higher education is valued all over
    the world for its renowned standards and quality.
    Some of these universities and other higher
    education providers are ranked at the top among
    universities in the world. In the UK education
    system in contrast to the US higher education,
    there is a difference between college and
    university. While in the US there is no
    distinction between college and university with
    most of the people referring to a higher
    education provider as a college, in the UK this
    is not the case. Here, a college is a Further
    Education institution which prepares its students
    to earn degrees, while a university is licensed
    HE institution.

RESUME
  • Mr. Nanjundaiya Ramesh Kumar, citizen of India,
    holds two Masters degrees in Industrial
    Economics from Brussels University, Brussels,
    Belgium and in Business Administration from
    Boston University, Boston, US. He is well versed
    in French language as he had lived in Brussels,
    Belgium for 7 years. He has spent almost 3
    decades overseas. A career International Banker
    with over 32 years of solid work experience which
    he has gained in well-known International Banks
    in such countries as Greece, Belgium, UK, Egypt,
    Dubai, Muscat, Riyadh and India.
  • A widely travelled person across various
    continents and with a deep interest in finance,
    banking, communication and academics, graduate
    students mobility, education tourism and
    consulting. His forte is franchise promotion and
    exploring bilateral trade and investment avenues.
    He is well versed with foreign delegation visits,
    etc. Specializes in International Trade,
    International Marketing and International
    Banking. His passion is to advise banks on the
    best business strategy fit in Corporate Banking
    to increase business and improve portfolio
    relationship management efforts. He is also an
    Honorary Director in a think tank organization in
    Bengaluru called IETO, Bengaluru which
    specializes in International trade and aids in
    developing bilateral relations with various
    countries.
  • Government He was, till recently the Advisor
    Overseas Centre for Foreign Students (OCFS) at
    the Karnataka State Higher Education Council
    KSHEC (Department of Higher Education),
    Government of Karnataka, Bengaluru and was
    promoting Karnataka State globally as an
    attractive Centre for Higher Education.
  • Academics He has also been teaching diverse
    master's degree students for almost 10 years now.
    His passion is to motivate students and to see
    that they become global citizens. To this end, he
    teaches various courses/subjects to M.Com MBA
    students at well-known Educational Institutions
    in Bengaluru by sharing career experiences,
    imparting knowledge and empowering students by
    using innovative pedagogy. From time to time, he
    gets invited as "Chief Guest" to various
    institutions to motivate and encourage college
    graduates and lecturers in general skills and
    strategy per the current business environment in
    the areas of innovation management, how to
    navigate in the VUCA world, handle current
    challenges in the industry and the services
    sector and government agencies.
