2What is Public Diplomacy?
- It is a way to exercise influence in the world
and engage Canadians at home through people,
culture, information and ideas - Govt messaging has always been part of
international policy - What is new is that people have central role in
intl policy because they do essential things that
can be done in no other way

- International policy is increasingly about
people - their rights, security, prosperity,
- their cultures, beliefs, values, identity
- response to global issues that affect all of
usdisease, crime, environment, financial flows,
poverty, population etc. - Canadians, including young Canadians, are in the
world, need skills and knowledge and demand to be
involved

4Public Diplomacy is both international and
domestic
- Abroad, it means long-term investment in deeper
understanding and human relationships - It means projecting Canada through people, ideas,
knowledge innovation - At home, it means engaging Canadians through
information and engagement - The result is greater influence abroad and a more
internationalized, innovative Canada at home

- Modern diplomacy is increasingly public
diplomacy. ..is about projecting a coherent and
influential voice to all those who have influence
within a society- not just within its government.
Canadas credibility and influence abroad will
be built not only by Government action but by
Canadians themselves-artists, teachers, students,
travellers, researchers, experts and young
people-interacting with people abroad Includes
cultural events, conferences, trade shows, youth
travel, foreign students in Canada, Canadian
studies abroad and visits of opinion leaders. All
this cultivates long-term relationships, dialogue
and understanding abroad, underpins our advocacy

- Working Holiday Program (WHP) provides young
people opportunity to enter Canada or a foreign
country for an extended holiday, to supplement
their travel expenses thru incidental employment - Student Work Abroad Program (SWAP) identical to
WHP but restricted to full/part-time students.
SWAP is managed by Travel Cuts/Voyages Campus of
Canadian Federation of Students (CFS)

- Young Workers' Exchange Program (YWEP) provides
university college graduates with practical
experience in fields related to their formal

Canada-based organizations active internationally
to fund and organize 300 international work
placements - DFAIT partners with organizations whose YPI
projects support our priorities focus on issues
such as human security, human rights, good
governance, sustainable development,
multilateralism, international trade issues

issues - many former YPI participants now work with DFAIT
