10Accuracy Needs
- Liquid Pipeline Placement Relative to
- Geographic contours
- Populated Areas
- Water bodies and ecological resource areas
- Natural Gas Pipeline Placement Relative to
- Buildings Intended for Human Occupancy
- All types of Identified Sites
- All Pipeline and other appurtenance features
within identified HCA boundaries
11Accuracy Results
- GIS and AM/FM tools can assist Operators in
determining critical geographic parameters and
facility makeup - GIS and AM/FM tools can help assure the PHMSA of
probable compliance
12Regulatory Requirements Before API RP 1162

13Public Awareness Programs What Is New?
- Final Rule published May 19, 2005
- http//dms.dot.gov/

RP 1162, First Edition, December 2003 - Existing Part 192 195 requirements are unchanged
14Public Awareness Programs What Else Is New?
- Written Program should have been completed by
June 20, 2006 - Operators must submit Written Programs to PHMSA
or State Agency (intrastate operators) from

- Planning Zoning Boards
- Licensing Permitting Departments
- Franchise Managers
16Evaluating Program Effectiveness
- Due at 4 year intervals
- Survey Stakeholder Audiences to Determine
- Percentage of Audience Reached
- Understandability of the Message
- Desired Behaviors by Audience
- Achieving Bottom-Line Results
- Revise Program Based on Evaluation
17Implementation ofCompleted Program
- There is no single due date for distributing
awareness materials to stakeholders - Due date calculated by a simple formulaJune
20, 2006 plus RP 1162 Frequency - First evaluation of effectiveness due in June 2010
18Baseline Program
- Applied to all portions of existing pipeline
system - Creates minimum level of Awareness among all
Stakeholder Audiences - Not within the scope of RP 1162
- New pipeline construction
- Communications after pipeline-related emergency
- Propane/Air peak-shaving facilities
- LNG Plants
19Supplemental Enhancements
- When conditions along the pipeline suggest a more
intensive effort is needed - High Consequence Areas
- Land Development Activity
- Third-party Damage Incidents
- Pipeline History
- Complete list of considerations in Section 6.2 of
RP 1162
20Establishing the Clearinghouse
- PHMSA has established a Clearinghouse (PCCI
Marine and Environmental) - Review Criteria for the Clearinghouse have been
developed jointly by NAPSR PHMSA - Review by PCCI will be concurrent with
implementation of program by operator - PCCI has no regulatory authority all
enforcement will be by PHMSA
21 Details for Submitting Awareness Programs
- Provided through an OPS Advisory Bulletin
- Electronic submission is encouraged through the
existing Online Data Entry System (ODES) - Request Op ID, or PIN, through ODES
athttp//199.79.179.60/cfdocs/opsapps/pipes/main
.cfm - Intrastate Operators may be directed to submit
Program to State Pipeline Safety Agency
