  • Honorable Irvana K. Wilks, Mayor

  • Mr. Michael Janonis, Village Manager
  • On behalf of the members of the Police
    Department, I herein submit our 2007 Annual
    Report. This report provides highlights and
    summaries of the Police Departments activities
    during the past year. It also includes
    descriptions of the departments major programs,
    initiatives and accomplishments.
  • The accomplishments realized by the department
    during 2007 were the result of an effective team
    effort put forth by a great group of committed
    law enforcement officers and support staff. I
    remain confident in the ability of this law
    enforcement agency to meet its mandate of
    safeguarding the community, by way of delivery of
    a comprehensive array of law enforcement services
    and programs administered by a well-trained,
    courteous, and culturally diverse and sensitive
    work force.

Personnel Changes

Departure
  • Chief Richard Eddington departed to assume the
    top cop position with the Evanston Police Dept.
  • We wish him well in his endeavors and thank
    him for his service and guidance during his six
    years with the agency.

Retirement
  • Sergeant Ken Lee retired after serving for 27
    years. During his career, he performed as a
    firearms instructor, youth officer, and
    investigator. We wish him well in his retirement.

Promotions Chief of Police
  • John Dahlberg assumed the position as the
    Chief of Police in Mount Prospect. He is the
    first internal promotion to chief in more than 25
    years.

Promotions Deputy Chief
  • Robert Rzepecki received a promotion from
    Operations Commander to Deputy Chief of
    Operations, succeeding the position vacated by
    Chief Dahlberg.

Promotions Commander
  • The department promoted Tim Janowick to the
    position of Operations Commander, filling the
    position vacated by Robert Rzepecki.

Promotions Sergeant
  • Robert Smith was promoted to the rank of
    sergeant, filling the vacancy created by Tim
    Janowicks promotion. Sergeant Smith serves in
    the patrol division as a shift supervisor.

Promotions Sergeant
  • Ryan Kane was promoted to the rank of sergeant
    where he serves in the patrol division. Sergeant
    Kanes promotion occurred as a result of Sergeant
    Ken Lees retirement.

New Community Service Officers
  • Rebecca Keeley and Bradley Norman joined the
    department as Community Service Officers.

  • Mobile Video Review Officer Patrick Lyons
    transitioned to become the departments Crime
    Free Housing Coordinator. Frank Siwak filled the
    job of MVR Officer.

Major AccomplishmentsTraffic Unit

Traffic Unit Operational
  • Officer Bill Nelson, Sergeant Mike Eterno, and
    Officer Tom Nowak staff the new Traffic Unit.
    Approved in 2005 and delayed due to personnel
    constraints, the long awaited unit became
    operational in June 2007.

Keep Kids Alive, Drive 25
  • The Traffic Units mission is education and
    enforcement. The Keep Kids Alive, Drive 25
    program is a driver education program alerting
    motorists via yard signs of the 25 MPH speed
    limit in residential areas.

Seat Belted? Ice Cream!
  • In cooperation with Culvers, the Traffic Unit
    distributed free ice cream coupons to Prospect
    High School students driving or riding in cars
    with fastened seat belts as they left the campus.

Truck Enforcement Detail
  • The Traffic Unit conducted truck weight and
    safety inspections in conjunction with the
    Illinois State Police and the Illinois Department
    of Transportation.

IDOT LIDAR Award
  • The Traffic Unit received a new LIDAR (laser
    speed gun) unit from the Illinois Department of
    Transportation in recognition of the departments
    efforts during the Click It or Ticket campaigns.

  • 55 Neighborhood Traffic Enforcement Complaints
    from citizens investigated

Major AccomplishmentsCrime Free Housing Program

Crime Free Housing Program
  • The Crime Free Housing Program is designed to
    educate landlords in rental property management
    tactics to reduce crime and nuisances.

Crime Free Housing Courses
  • Landlords are required to attend an 8-hour
    course explaining the ordinance and instruction
    on risk mitigation for criminal activity.

Crime Free Housing Survey
  • After completing the training course, police
    officers conduct a site survey to determine where
    the landlord can improve safety and reduce the
    risk of crime.

Major AccomplishmentsStorm Response

August 23, 2007
  • A severe storm causing significant wind damage
    roared through the village. Within 2 hours, 43 of
    the departments 86 officers patrolled the
    streets, directed traffic, assisted residents, or
    provided security.

August 24, 2007
  • While on patrol during the overnight hours
    after the storm, Officer Jose Melendez found a
    house ablaze. He rescued three residents from the
    burning structure and notified the fire
    department.

Prisoner Transport
  • The new prisoner truck allows the department
    to transport up to 12 prisoners to bond court or
    away from large scenes. Using the truck reduces
    the number of officers involved in transporting
    prisoners from 4 to 1 or 2.

    evidence storage room and coordinates the
    evidence technician program.
  • He is the president of the Illinois Law
    Enforcement Property and Evidence Managers

    persons and handling a variety of scenarios with
    armed persons.

Training New Officers
Officer Bill Nelson conducts ballistic shield
training with new officers (left and below). All
new members of the department receive extensive
training at the academy, in the field training
program, and through the departments instructors.
Commander John Wagner supervises the departments
field training program for new officers. A total
of 11 new officers participated in the program in
2007, completing 6,464 hours of training.

Sheriffs Award of Merit
  • Officer Joe Ziolkowski received the Cook
    County Sheriffs Award of Merit recognizing his
    excellent performance as a patrol officer and his
    dedication as a training officer.

  • Officer Cheryl Specht received the Cook County
    Sheriffs Award of Merit for her exceptional
    performance conducting undercover narcotics
    investigations.

Lifetime Achievement Award
  • The Illinois Crime Prevention Association
    awarded Officer William Roscop their first
    Lifetime Achievement Award for his nearly 20
    years of work as a crime prevention officer.

Officer of the Year
  • Officer Anthony Lietzow received 3
    Commendations in 2007, including one for seizing
    31,000 in drug money with his partner, Officer
    Cheryl Specht. In addition, he had numerous
    self-initiated felony drug arrests.

  • Officer Cheryl Specht received the Co-Officer
    of the Year award for her work in undercover
    narcotics investigations, numerous self-initiated
    felony drug arrests, and her gang enforcement
    activities.

Officer of the Year Runner Up
  • Officer Joseph Ziolkowski, an eighteen-year
    veteran, received Officer of the Quarter
    recognition and 2 Commendations in 2007. Officer
    Ziolkowski, along with other officers, saved the
    life of a woman held at knife-point by her
    ex-boyfriend.

  • While on patrol in plain-clothes, Officer
    Mike Landeweer saw a man acting suspiciously in
    the parking lot of a business. Upon investigating
    the mans actions, Officer Landeweer determined
    the man was stalking his ex-girlfriend. His
    arrest prevented a violent crime from occurring.

  • Officer Jonathan Juhl received a Commendation
    for his quick actions in assisting an individual
    who accidentally shot himself. He also is
    recognized for his professionalism as a Police
    Training Officer.

  • In 2007, Officer Jose Melendez rescued 3
    elderly occupants of a house after he found their
    home on fire in the overnight hours while on
    patrol. Also, he made felony arrests for
    possession of a controlled substance.
