21Regional Greenhouse Gas Initiative Update (RGGI)
What is RGGI?
RGGI establishes a statewide carbon dioxide
cap-and-trade program for fossil fired electrical
generating units in Maine 25 megawatts or
greater. The same initiative is proposed in nine
regional states.
22 RGGI Bill Basics
- The bill creates an Energy and Carbon Savings
Trust which must allocate not less than 85 for
measures, investments, and arrangements that
reduce electricity consumption. - The Trust must give priority to measures with
the highest benefit-to-cost. - The Trust will be administered by three appointed
trustees. - A 7 member Maine Energy Conservation Board will
be appointed by the MPUC to provide advice on
conservation and CO2 reduction matters.

24 RGGI Status
- Where the RGGI process stands today
- The 7 member Maine Conservation Board is
appointed - The three Energy and Carbon Savings Trust
trustees will be appointed in July of 2008 - Seven of the nine states have approved the RGGI
legislation - The Board and trustees will go through a rigorous
and open planning process to determine a
preferred plan of action for use of RGGI funds
