- Particularities of TMS and FTMS on NAS Waterborne
- Initialy, the NAS systems were conceived in
research institutes in an integrated view and
having as objective the vertical and horizontal,
national and international co-operation. - TMS and FTMS implementation were separately and
partially achieved. - Although the implemented system do not
communicate between them, there is the
possibility to connect them in the future. - Its missing the sub-system of strategic planning
especially for infrastructure. The implemented
projects are focused on real time surveying of
ships movement or day to day management. - The core objective of TMS and ICT in NAS is to
bring in information for intelligent management
of transport systems in order to achieve the
efficiency and quality criteria settled by
transport policy and strategies. In this
approaching, the ITS represent only a part of
general management system. - Main barriers in the way of system achievement,
were low financial resources and users
conservatism.

- Particular characteristics of waterborne TMS in
NAS
- Although the TMS realized in NAS started as VTS,
their further development were oriented to VTMIS,
fact which is still going on. - There are focused on safe and request, traffic
survey, environment protection, requirements
generated by the international conventions
(Marpol, Solas etc.). - The implementation began with obsolete technology
and continued with modern technologies from
well-known suppliers. - Incomplete implementation depending on the
available financial resources. - System are open to vertical and horizontal
communications. - Normally a VTMIS for certain port is designed
taking into consideration a larger view on the
maritime area and the policy of cooperation and
integration with other systems. - The system integrators and suppliers which
implement the waterborne TMS in NAS are well
known through their previous similar achievements
on international market.

- Particular characteristics of waterborne FTMS in
NAS
- They are generated by IST national programs.
- Initially, they were emphasized on passive and
local statistical databases. - Applications at end-users, which shouldemploy the
data available in the system, are still missing. - There is an important growth of ICT, especially
after the liberalization of telecommunication
market in NAS. As a consequence of communication
infrastructure development, there is a great
demand for FTMS. - There is a tendency to revise the existing
systems taking into account new users
requirements. The great pressure is coming from
the new logistics service providers which
generate new supply chains, due to - Restructuring of NAS national economies some
industries are decreasing and other are
increasing in correlation with European markets. - The strategic investors introduce the NAS
companies, which they bought, in new logistics
chains at European level. - Big producers and distribuitors are coming on NAS
market and ask for complex international
logistics. - The comparative advantages between different
European areas generate new logistic flows at
continental scale

Same as member states, but concerning the FTMS in
NAS there are supplementary reasons
- There is a technological lag to recover between
NAS and member states - The geographical location of NAS at the
crossroads of very different transport systems
which are in rehabilitation and development - The European enlargement means also the
harmonization of transport management rules,
procedures and systems - The pan-European corridors which transit the NAS
asks for information coherence - On the top of the list is policy integration,
simple because, this is an active mechanism which
decides upon the achievement of the other
criteria.
It is necessary to build a management policy of
TMS/FTMS integration process. Next we try to
locate the integrators and to define the
integration criteria to be used by them.

ideal goal, starting with existing systems and
passing through overlapping and cooperation of
TMS and FTMS. - There is a mutual stimulation between the
integration of TMS and FTMS and the intermodality
plus the modal and multimodal co-operation of
transport modes. - The customers must have in right time and at high
accuracy the information about the market,
transport operators and the other logistics
service providers. - The main barrier is the mentality of system
operators and users. - The port is a hub center for TMS-FTMS
integration. - TMS-FMS integration could be facilitate by
technology provided by very important suppliers. - Private sectors including SMEs could play an
important role in implementing the value-added

involvment of authorities. - Authorities influence the integration of TMS and
FTMS through the decision making process at the
strategic level of infrastructure development. - Private sector could and must participate on
development and operation of IT infrastructure. - Having both infrastructures integrated (for TMS
and FTMS), all the applications implemented by
users will cooperate on this basis. - At macro-level it is necessary a network approach
of TMS, FTMS and TMS/FTMS integration, for
traffic and freight management resources
accessing anywhere by any authorized users.
