of lectures and 28 hours of seminars
- The course Political Regimes embraces a
broad sphere of issues on regimes. Within
the frames of the course the following
questions are touched upon Characteristic
Features of a Political Regime Regime in
the System of Political Categories The
Measures of Regime Typology and its
Systematization The Principle of their
(Regimes) Legitimacy and Efficiency The
Structural Elements of Regimes The Types
and Variety of Political Regimes The Period
of Transition and Transformation of
Political Regimes. - In particular the course is aimed at the
characterization of democratic and not
democratic regimes, putting stress on the
theoretical context, historical examples and
transformation of totalitarian and
authoritarian regimes. The course includes a
wide spectrum of problems concerning
Democratic Regime such as The Global Issue
of Democratization, Transition from
Totalitarian and Authoritarian Regimes to
Democracy The Stages of Transitions, Reasons
and Duration, as well as the strengthening
of democratic institutions, the realization,
development and unavoidability issues.

functions and the essence of political regimes
(4 hours of lectures 2 hours of seminars)
- The definition of political regimes. The
characterazation of political scientists
referring to the definition of these regimes. The
narrow and wide essense/circle of "Regime"
definition. political regime as an intersubject
category of Political and State sciences.

categories (2 hours of lectures 2 hours of
seminars)
- The relation of political regimes with such
notions as political power, political process.
The transitional role of the political regime in
the process of state system and exercise
formation. Political regime as a basic means of
exercise and interconnection of the political
system.
7Topic 3. Traditional types of political regime
(4 hours of lectures 2 hours of seminars)
- The origin of political regimes. On the meaning,
significance and types of regimes (Plato,
Sokrates, Aristotel). On oligarchy, aristocracy
and other historical types of regimes. Modern
development of the concept of "regime".
8Topic 4. The Measures of Regime Typology and
its Systematization (2hours of lectures 2
hours of seminars)
- Differentiation of political regime standards.
The basic approach to regime classification.
Democratic principles and institutions as the
basic standard of regime classification. The
controvercy between democracy and anti-democracy
as the basic political controvercy of the
modern development.

(4 hours of lectures 2 hours of seminars)
- Structural elements of regimes. Political
institutions and their structure. Types of state
government as elements of regime structure. Main
types and peculiarities of government. The role
of parties and party systems in practice.
10Topic 6. Legitimacy and Efficiency of
Political Regimes (4 hours of lectures 2 hours
of seminars)
- The legitimacy of political regime and its
horizontal levels. The analysis of the
ideology of institutional and private/separate
types of legitimacy. The efficiency of political
regime as s significant resours.
11Topic 7. The Types and Variety of Political
Regimes (2 hours of lectures 2 hours of seminars)
- The prinnciples of the types of political regimes
classification in the literature of political
science the basic characteristics of
totalitarin, authoritarian and democratic types.
Various classifications and approaches to
political regimes and their division within the
totalitarian, authoritarian and democratic types
of regimes existing in political science
literature.

- Theoretical approaches and fundamantals of
totalitarian regime. Ways of exercising
totalitarian regime. - The expression of totalitarism in social
political, social economical and cultural
spheres. Peculiarities and features of
totalitarian regime. Historical types of
totalitarian regimes on the examples of the
Soviet Union, Communist China, Fascist Germany.
Unavoidability of the collapse of totalitarian
regime.

- The origin, character and ways of expression of
authoritarian regime. The comparative analysis of
authoritarian and totalitarian regimes.
Structural features and characteristics of
authoritarian regime. Authoritarian regime as a
transitional period from totalitarian regime to a
democratic one.

- The essense of democracy. Democracy as a way of
government and its characteristic features. The
essensial characteristics of democratic political
regimes. Fundamental types, chracteristic
features and their comparative analyses of
democratic regime.
15Topic 11 Transformation of Political Regimes
(4 hours of lectures )
- The period of transition from a non-democratic
regime to a democratic one, its ways, methods.
Difficultie and peculiarities of the transition
period. The formation of democratic institiutions.
16Topic 12 Transition from Totalitarian and
Authoritarian Regimes to Democracy ,The
Stages of Transitions, Reasons and
Duration(6hours of lectures 2 hours of seminars)
- Reasons for transformation of political regimes
in the period of political regime transition. The
process of its development, its standards, ways
of expression, duration and results. Reasons for
passing from authoritarian regime /here the
soviet/ to a democratic one, its starting point,
periods, ways of transition, duration, the impact
of external and internal factors and their
results.
