2Major MSIX Accomplishments - 2007
- Finalized and cleared 66 Minimum Data Elements
(MDEs) as a required OMB Information Collection - Finalized technical development of MSIX
- Four MSIX Train-The-Trainer User Groups conducted
in Portland, OR, Chicago, IL, and (2) Washington,
DC - Conducted MSIX training or presentations in FL,
PA, and TX

- MEP State Directors given access (username and
password) to MSIX - Launched MSIX version 2.00 in December
- Activated MSIX Community Listserv
- Draft Regulations are being developed
- MSIX State Data Quality Grant Notice of Proposed

8MSIX Training
- States are encouraged to conduct training
sessions using materials available online on the
MSIX sites Trainers Corner at
http//msix.ed.gov - Upon request to the MSIX Help Desk, ED will
provide States with access to an online training
environment that includes hands-on exercises
using test data

- User Groups will be held either on-site or via
teleconference or webinar to address issues of
interest to groups of States (training or
otherwise)
10Proposed MSIX State Data Quality Grants
- Notice of Proposed Priority published in Federal
Register on April 1, 2008 Proposed formula grant
(subject to final approval by ED and OMB and
subject to public comments) to distribute money,
under sec. 1308, annually to States receiving MEP
Basic State formula grants to assist them in
their participation with MSIX.

- Estimated 2M to be available for FY 2008 other
sums in subsequent years - Proposed formula would allocate funds with a
fixed base amount and then an additional amount
proportional to MEP Basic State formula grant
but no State would get more than 20 of MEP Basic
State formula grant

- Proposing a simple application process --
consisting of a signed letter from a States CSSO
(due in mid-August) confirming wish to accept
grant and to use it to assist with MSIX
participation

- Proposed schedule would be for grant awards to be
disbursed to States in mid-September - NOTE These grants are contingent on approval
by ED and OMB therefore, the actual requirements
are subject to change. Further changes may also
be made based on public comments due on April 20,
2008.

- Transmit student information, enrollments, and
assessments within 10 working days of the States
eligibility determination. - Update MDE within 30 calendar days of the end of
the fall semester, spring semester, or
summer/intersession terms. - Transmit course history information for secondary
students who have made an interstate move within
the past 3 years.

- Update course history information within 30
calendar days of the end of the term. - SEAs must use the consolidated record from MSIX
to ensure the proper enrollment, grade/course
placement and accrual of credits for migrant
children. - SEAs must ensure that local staff are properly
trained on the use of the consolidated record.

- SEAs must establish procedures to ensure the
privacy and security of the MSIX consolidated
records. - SEAs must establish procedures to promptly
correct information in their migrant student
information systems.

19Family Educational Rights and Privacy Act (FERPA)
update
- On April 2, 2008, a memo was emailed to each
Migrant State Director regarding the
applicability of FERPA to the collection and
transmission of migrant student data as part of
MSIX. Hard copies will be mailed, as well.
20Interconnectivity Agreement (IA) and
Interconnectivity Security Agreement (ISA) update
- IA and ISA replace the Memorandum of
Understanding (MOU) that OME had previously
referred to. - On March 18, 2008, each Director and CSSO
received the IA and ISA that each State and the
Department of Education must sign.

- IA and ISA ensure each party understands its
responsibilities when exchanging data between
State electronic information systems and MSIX. - States have begun to submit their signed IAs and
ISAs, and MSIX is now testing their live data.
