1. INTRODUCTION
Coahuila is the third largest state in the
country, located in the Northeast of Mexico, with
a 512-kilometer border with the U.S. state of
Texas.   The state has 38 municipalities grouped
into 5 different regions according to economic
characteristics and geographic location.   The
Carboniferous Region is made up of the
municipalities of Juárez, Múzquiz, Progreso,
Sabinas y San Juan de Sabinas (Nueva Rosita).
This region is characterized by the mining of
materials such as mineral coal, fluorite,
celestite, and strontium. In addition to the
strong mining industry it boasts of a growing
manufacturing industry. This document provides
the potential investor general information about
the region such as geographic location, major
economical activities, infrastructure and basic
utilities and services, main educational aspects
and its quality of life.

The Carboniferous Region, includes 16,040.1 Km2
and a population of 160,639 inhabitants.

3. GENERAL INFORMATION
3.1 Climate
This region is characterized by a semi-dry and
warm climate, to a dry and hot climate. The
majority of the precipitation occurs during the
months of May through October.

4. TRANSPORTATION INFRASTRUCTURE
4.1 Airports
This region has an airstrip which is located in
the municipality of Sabinas. This paved runway
measures 1,750 m long by 30 m wide, and has a
taxiway and general platform of 113 m wide by 90
m. long. The runway is identified as 12/30 and at
this time does not operate any commercial
airline.   In addition, to the airstrip in
Sabinas, the region has an aerodome for private
flights and aero-taxi service located in the
municipality of Múzquiz which provides access to
the Piedras Negras International Airport in
Piedras Negras and the Venustiano Carranza
International Airport in Monclova.

4.2 Highways
Federal Highway 57 Connects Piedras Negras,
Monclova, and Saltillo, Coah with San Luis
Potosi, S.L.P Queretaro, Qro, and Mexico,
D.F. State Highway 93 Connects Nueva Rosita,
Palaú and Múzquiz, Coah. State Highway 95
Connects Sabinas with Juárez, Coah. State
Highway 35 Connects Juárez with Progreso,
Coah. State Highway 284 Connects Progreso with
Federal Highway 57. Interstate Highway Connects
the region with the cities of Nuevo Laredo,
Tamps., and Anáhuac, N.L.
4.3 Railroads
The Carboniferous Region has railway terminals in
the municipalities of Juárez, Progreso, Sabinas
and San Juan de Sabinas. Their connection with
the National Railway System provides access to
ports, border cities and other important regions
in the country. The Kansas City Southern de
México and Linea Coahuila Durango company (LCD)
are the two privately owned businesses that
provide the service in this region.

5. ECONOMIC ACTIVITIES
The primary economic activities of the
Carboniferous Region are the transformation
industry, commerce and services, construction and
mining which are distributed in the following
manner.
5.1 Industrial Parks
Industrial Parks of the region provide potable
water, drainage, electricity, public lighting
and telephone service infrastructure.

5.3 Labor
Most labor positions in the region are provided
by the textile and mining industries. The main
labor unions present are Confederacion de
Trabajadores de México(Confederation of Mexican
Workers)(CTM), Confederación Revolucionaria de
Obreros y Campesinos (Revolutionary Confederation
of Workers and Farmers) (CROC) and Sindicato
Unico de Trabajadores Electricistas de la
Republica Mexicana (Mexican Republic Electrical
Workers Union) (SUTERM).

distribution with the capacity to meet all
present and future power needs for this region

6.3 Gas
The Carboniferous Region does not offer a natural
gas distribution infrastructure for neither
domestic nor industrial use. However, the supply
of liquid propane(LP) is provided by central
distributors (via stationary and portable
containers). The cost of this form of gas is
