AEF The New Challenge
  • Air and Space Expeditionary Force AEF
  • Concept developed in mid 90s to meet the modern
    AF Challenges
  • Policy of engagement
  • 1/3 fewer people than Cold War numbers
  • 2/3 fewer overseas bases
  • Bring your own infrastructure
  • 4 times more deployments

4
AEF is Launched
  • AEF concept is implemented in October 1999
  • AEF Definition
  • Our vision for how to organize, train and equip
to create a mindset and cultural state that
embraces the unique characteristics of Air and
    Space power
  • An organization of Air and Space capabilities
that provides tailored forces to meet theater
    Combatant Commander needs
  • Source AEF Center brief on AEF

5
AEF is Launched
  • Predictability and Stability
  • 10 AEFs constructed as 5 AEF pairs
  • Each AEF pair deploys for three months
  • Multiple locations in several AORs
  • AEF cycle is 15 months long
  • Each AEF provides roughly the same capability for
    each Combatant Commander
  • Approximately 90 multi-role fighter and bomber
aircraft, 31 airlift and air-refueling aircraft,
    and 13 critical enablers
  • Approximately 25,000 Active Duty, ANG, and Air
Force Reserve personnel available to deploy each
    AEF period
  • About 125,000 available to deploy over an entire
    AEF cycle

6
AEF Cycles
  • AEF Cycle 1
  • Oct 99 Nov 00 Complete
  • AEF Cycle 2
  • Dec 00 Feb 02 Complete
  • AEF Cycle 3
  • Mar 02 May 03 Currently in AEF 5/6
    (Sept Nov 02)

  • Jun 03 Aug 04 Future

7
AEF Issues
  • Two AEF cycles are complete
  • Look-back is allowing Air Force to evaluate AEF
    performance
  • Deployment length issues
  • Personnel issues
  • Policy issues
  • Look-forward allows AF to assess future AEF
    cycles
  • Goal to maintain optimal deployment lengths
  • Goal to effectively address all personnel issues
  • Goal to establish and maintain effective policy
consistent with the Air Force mission in the AEF

8
AF/CC-AEF
  • CC-AEF was stood up by AF/CV in March 2002
  • CC-AEF established to provide oversight of the
    AEF construct and processes
  • HQ USAF focal point to review, clarify, and
publish AEF policy and guidance relative to the
    evolving requirements and changing environment
  • CC-AEF Mission
  • Evaluate the AEF construct
  • Analyze AEF operational concepts
  • Advocate AEF construct to Joint world
  • Educate internal and external audiences through
    Outreach programs
  • One year charter March 2002 March 2003
  • 11 person team including Active duty, Air
National Guard, Air Force Reserve, and Contractor

10
AF/CC-AEF Issues
  • Force Modules

11
Problem and Solution
  • Total combat capability too transparent to
    planners
  • Must source / connect hundreds of UTCs across
    many bases
  • No known collective effort to integrate
    functional areas
  • Force Modules provide visible capability
  • Helps to articulate nominal AEF capabilities
  • Provides deployment template for initial
    capability
  • Provides clear expression of when were out

11
12
Presenting a GRTF/GMTF
  • Have held four meetings to flush out the
    concept
  • Representation varied over 100 personnel now
    involved
  • Participants HAF, ACC, AEFC, AMC, AETC, ARC,
    AFSAA contracted support (Synergy)
  • First conceptual look F-15E (12PAA) GRTF CONOPs
  • Developed planning assumptions to work concept
  • Reduces TPFDD entries
  • 5 FM inputs vice 272 individual UTC entries
  • 26 Aug GMTF briefed to SECAF/CSAF
  • Focus on Opening the Airfield AMC given the
    lead
  • CC-AEF working the other modules

GOAL Identify Right Sized Modules
12
13
Presenting a GRTF Task Force
  • Assumptions
  • Austere Base 8000 ft runway, potable water and
    taxiway
  • Forces to sustain operations (WMP 5 sortie rates)
    for 30 days
  • Bombs on Target in 72 hours
  • Maximum on Ground (MOG) of 2
  • A no or low threat environment (no Patriot
    support)
  • Reduced crash/rescue support
  • No redundant or duplication of support capability
  • POL 50K gallons per day, HNS trucks no storage
    on field

Quotable Quotes
  • We need to understand how we will do business
in the future. Our job will be to deploy and
everything we do needs to be geared in that
direction. Our training at home will be to
prepare to deploy in the AEF. Our Air Force
    mindset will have to change.

Quotable Quotes
  • We need to be able to relate how we do
business to our sister services and political
