• Emphasis on protecting core
• Teaching

• Reduced administrative functions more than
  academic functions
• Reduced state funding to specialty centers,
  institutes and academies
• Planned expenditure reductions to specific areas
• Protected full-time faculty
• Students taught by full-time faculty
