A city with a thousand-year history, Wroclaw
reflects Europes complex past. It was
successively ruled by the Piasts, the kings of
Bohemia, and the Habsburgs. As Breslau it was a
great city of the German east, and since 1945 it
has been developing into an important Polish
urban centre. Famous visitors to Wroclaw include
Chopin, Goethe, Brahms, Picasso, Steinbeck, and
Pope John Paul II.
The proximity of national borders favours
economic exchange with the countries of the
European Union. For many years Wroclaw has
maintained close relations with its partner

13DEMOGRAPHICS
Based on the data of the Central Statistical
Office (GUS), in 2002 Wroclaw had a population of
633.7 thousand, of which 336.5 thousand (53.1)
were women.
Wroclaw is a young city, where despite a negative
natural increase working-age population accounts
for a relatively large percentage of the total
number of inhabitants.

15GENERAL SECONDARY AND VOCATIONAL EDUCATION
(2002/2003)
Upper secondary schools of general education are
the most popular of all schools above the lower
secondary level. Analysis of statistical data
reveals that 74 per cent of pupils leaving lower
secondary schools chooses to go to upper
secondary schools of general education, while the
others continue their education at 21 basic
vocational schools, 22 specialized upper
secondary schools, 18 upper secondary vocational
schools and 6 artistic schools providing
vocational qualifications.
In the school year 2002/2003, a total of 17,058
students attend 49 upper secondary schools of
general education (including four special ones).
5,077 students completed education at Wroclaws
general upper secondary schools in 2002.
16TERTIARY EDUCATION IN WROCLAW
Wroclaw has for many years been the third largest
academic centre in Poland, after Warsaw and
Kraków. In the academic year 2001/2002 about 134
thousand students were enrolled at 21
institutions of higher education. They
represented 7.2 of the total number of students
in higher education in Poland, and 86.7 of those
in Lower Silesia. Ten Nobel Prize winners have
been associated with the 300-year-old University
of Wroclaw.

18GRADUATES OF INSTITUTIONS OF HIGHER EDUCATION
(academic year 2001/2002)
On 4 March 2003 the Accreditation Commission for
Universities of Technology, established under the
Bologna Charter, accredited six programmes at the
Wroclaw University of Technology confirming the
high standard of teaching offered. These are
computer science, architecture and town planning,
control engineering and robotics (at the
Electrical and Mechanical Engineering Faculties).
19OTHER RESEARCH AND RESEARCH-AND-DEVELOPMENT
INSTITUTES
- Polish Academy of Sciences (PAN), Wroclaw Branch
- 16 PAN institutes. The most important ones
include the Institute of Immunology and
Experimental Therapy, the Institute of Low
Temperature and Structure Research, the
International Laboratory of High Magnetic Fields
and Low Temperatures, and the Space Research
Centre - More than a dozen industrial research-end-developm
ent institutes, including the Institute of Power
Systems Automation, the Industrial Institute for
Automation and Measurements, the Electrotechnical
Institute, the Institute of Telecommunications,
and the Institute for Mechanized Construction and
Rock Mining. - The National Ossolinski Institute
20EMPLOYMENT
As at the end of 2002, there were 117.3 thousand
people working in the enterprise sector in
Wroclaw, of whom 103.7 thousand, or 88.5 per
cent, in the private sector. Compared with 2001
the number of people in employment had fallen by
0.9.

was seen in the following sections - hotels and restaurants (by 18.7)
- real estate, renting, and business activities (by
11.7) - trade and repair (by 8.2)

21UNEMPLOYMENT
At the end of December 2002 there were 35.4
thousand registered unemployed in Wroclaw,
including 18,3 thousand women. At the same time
the unemployment rate for Wroclaw was 12.2 for
Lower Silesia Province, 22.5 for Poland, 18.1
and for Central and Eastern Europe, 13.5.
22WAGES AND SALARIES
In 2002, the average gross monthly pay in the
enterprise sector amounted to PLN 2,248.59 (about
562), 0.7 higher than the year before.
- The highest rate of pay growth was seen in the
following sections - transport, storage, and communications (by 6.7)
- hotels and restaurants (by 4.1)
- trade and repair (by 3.7)
The lowest rate of pay growth was seen in the
real estate, renting, and business activities
section (0.4).
The best-paid employees in 2002 were those
working in the electricity, gas, and water supply
section, whose average gross monthly pay was PLN
3,186.59 (about 797).
23BUSINESS ENTITIES
According to statistical data, at the end of
December 2002 there were 93,070 business entities
registered in Wroclaw, of which 4,716 in the
public sector and 88,354 in the private sector.
24BUSINESS ENTITIES
Growth in the number of business entities is seen
in all sections of NACE. The largest number of
businesses operate in the trade and repair
section (30.18 of all registered entities),
followed by real estate, renting, and business
activities (24.11) and construction (10.90).
The number of manufacturing businesses remains
stable in 2002 they accounted for 8.76 per cent
of the total.
At the end of December 2002 there were 7,555
commercial-law companies registered in the
KRUPGN-REGON statistical information system. Of
these, 88.37 per cent were limited liability
companies, and 30.4 per cent of them had foreign
capital.
25FOREIGN CAPITAL
As at 20 January 2003 there were 2,129 companies
with foreign capital registered in Wroclaw.
26The number of companies with foreign capital
registered in Wroclaw has been on an upward trend
since 1989. 1993 was the best year in this
respect 232 companies with foreign capital
participation were registered in Wroclaw then.
27The vast majority of foreign capital invested in
Wroclaw, 64 per cent, originates from three
countries France (Lukas Bank S.A., EFL S.A.),
Ireland (Bank Zachodni WBK S.A.), and Germany.
European countries account for an overwhelming
majority of foreign capital invested in the city.
28In terms of the amount of foreign equity capital
invested in different sections of the economy in
Wroclaw, business activities connected with
financial intermediation clearly dominate (72),
followed by manufacturing (25).

- 19th century a vibrant centre of all kinds of
industry (locomotives from the LinkeHoffman
works, steam tractors from Heckmann, Ruffers
steam engines some in service to this day) - After 1945 an important pioneering centre of
electronics and computer production (Odra
computers 1968, PCs using Microsoft software
1988) Wroclaw-made computers were sold in the
former Comecon countries and also in Germany,
China, France, and Turkey. - 1960s and 1970s a period of rapid development
in the machine and aircraft industries and also
in the production of household appliances, which
in the 1970s were manufactured in cooperation
with international industrial partners under
licences from such Western companies as Gorenje,
Blomberg, Philips, and Mastercook.
30The early 1990s brought economic changes that
resulted in the creation of favourable conditions
for business activities. New opportunities opened
up for the inflow of foreign capital to Wroclaw.
A number of companies decided to team up with
Wroclaw-based enterprises using the existing
infrastructure. These include- the British
company CUSSONS (chemical industry)- the
Swiss/Swedish group ABB (electrical machinery)-
Swedens de LAVAL (animal husbandry and
agricultural equipment)- MOELNLYCKE (disposable
hygienic products)- VOLVO (automotive
industry)- BOC (industrial gases).
31In mid-1999, the automotive giant VOLVO built its
second bus factory in Wroclaw, at the cost of USD
60 million. Also in 1999, two Spanish companies,
FAGOR Electrodomesticos and MCC Inversiones S.
Coop., became strategic investors in WROZAMET,
opening the way to the British, Mexican, and
Moroccan markets for household appliances made in
Wroclaw. At the end of 2001 the American
conglomerate 3M acquired a majority stake in
Wroclaw's Viscoplast and now as 3M Poland
manufactures dressing materials at the existing
facility.
In March 2002 shares of POLAR S.A., the leading
manufacturer of household appliances in Poland,
were bought by WHIRLPOOL. In the same year, MACO
PHARMA, one of the worlds largest pharmaceutical
groups, launched the production of medical
materials for infusions, transfusions, and
biotherapy at the Wroclaw Technology Park.
In 2003, the ZCh Zlotniki S.A. is going to sell a
part of its manufacturing facilities to Swedens
Feralco, a supplier of chemicals for water and
wastewater treatment, for the paper industry, and
for other applications. Another major investment
project in Wroclaw is a braking system factory
built by WABCO Polska Sp. z o.o., which has
invested about USD 30 million and employs more
than 700 people.
32Those companies which chose to purchase land for
greenfield development have generally set up
their facilities on the outskirts of the city.
The largest number of foreign investment projects
are clustered around the motorway junction at
Bielany Wroclawskie. The first geenfield project
there was a chocolate factory built by the
British comprany CADBURY . This was CADBURY's
first investment in Central and Eastern Europe
and its cost was about USD 50 million.
Other companies which have purchased land in
Bielany include Sweden's IKEA, MAKRO CASH CARRY
of the Netherlands, the French company CASTORAMA,
and CARGILL and GENERAL BOTTLERS of the US. A
major investment project is pursued just outside
Wroclaw, at Mirków, by the German-owned company
BOSCH Uklady Hamulcowe Sp. z o.o., which plans
to employ about 1,000 people.

59The object of the Convention Bureau Wroclaw
foundation is to promote Wroclaw and Lower
Silesia as a place for business meetings and
conferences and to foster the establishment of an
international congress centre in Wroclaw. The
foundation is a non-profit organization providing
professional support and advice for the

exhibitions, and business events.
