with apparent complete indifference as to whether
mankind derived any ultimate benefit from them or
not, can only be understood by regarding it as
one of those strange epidemics of insane
excitement which have been know to affect whole
populations at certain periods, especially of the
middle ages. Rational explanation it has none.

In addition to being able to identify a need, to
develop a conceptual design, and to select the
right technical parts, responsible engineering
practice requires that engineers consider what
impact their product will have on a range of
stakeholders and in what contexts.

- Technology development incorporates value
judgments. - Design Decisions product features, performance,
quality, durability, and cost. - Marketing Decisions appearance, price,
promotion, distribution, and after-sales service

- What counts is
- the nature of the societal costs,
- the extent of the societal benefits, and
- the trade-offs between the two.
- Costs may be widespread or narrowly focused, and
the benefits may be immediate or long-term.

Costs and benefit usually result in winners and
losers. Technological change creates
vulnerabilities for some, whether of inordinate
adjustment or disproportionate risk. Those who
benefit from such change have an obligation to
protect the vulnerable

Technological decisions are largely in the hands
of engineers and entrepreneurs. Professional
ethics of engineering demand that engineers
accept responsibility for making engineering
decisions consistent with the safety, health and
welfare of the public.
