NCLB Requirements
  • Separate from Rule 10 requirements and Rule 51
    reimbursement
  • A condition of funding that is applicable to
    all schools and districts in the State
  • Requirements are found in Title I and Title II
    and the definitions in Section 9101 of NCLB and
    IDEA, 2004

  • All teachers can demonstrate content area
    knowledge in the areas they are teaching

Veteran Teachers
  • Teachers who are teaching K-8 in an elementary
    school and hold an Elementary Education
    endorsement
  • Content specialists who provide instruction to
    elementary students and have the appropriate
    endorsement
  • Art (K-12) or General Art (K-6)
  • Health and/or Physical Education (K-12 or K-6)
  • Reading Specialist (K-12 or K-8)
  • Music (K-12)
  • Instrumental Music (K-12 or K-8)
  • Vocal Music (K-12 or K-8)
  • Early Childhood Education (PK-3)
  • English as a Second Language (K-12)

    science, social studies, or English/language arts
    to students at the instructional level of grade 8
    and below

    as identified in the Curriculum Reports Appendix
    D, Course Codes and Clearing Endorsements to
    students at the instructional level of grades 9-12

  • Districts will indicate if any teacher is
    assigned in any areas outside of his/her
    endorsement(s)
  • Applies to all grade levels except Pre-K
  • New position assignment codes for Special
    Education Teachers

  • First Column (H)
  • Currently mark X if teacher is no longer in the
    system
  • NEW Mark Q if teacher (position assignment
    codes 1160 or 1150) is assigned outside of
    endorsed area
  • Can use the Non-endorsed Report provided by the
    Accreditation Section for information on teachers
    (except special education) from the previous year

Teachers Outside of Endorsed Areas
  • A copy of the HOUSSE form will be included with
    the Fall Personnel Report. Districts distribute
    HOUSSE forms to all teachers assigned outside of
    endorsed area (one form for each area outside of
    endorsements)
  • Teachers complete the HOUSSE form, administrator
    approves and submits to NDE

What is a HOUSSE?
  • High Objective Uniform State Standard Evaluation
    used to determine if teachers have sufficient
    content knowledge
  • Developed by a task force representing districts,
    Special Education, ESUs and higher education
  • Reviewed by the NCLB Committee of Practitioners

HOUSSE Criteria
  • College courses in the assigned content areas
  • Experience (years of teaching in that area)
  • Professional development in that content area or
    in STARS assessments, writing, data retreats
  • Professional leadership and participation
  • Curriculum selection teams
  • Presentations and articles

Special Education IDEA/NCLB
  • Categorizes Special Education teachers into three
    groups
  • 1) Special Education teachers responsible for
    teaching content and assigning a report card
    grade
  • 2) Alternate curriculum using the alternate
    assessments (most severely involved students)
  • 3) Consulting or co-teaching (not responsible for
    assigning the report card grade)

Special Education Teachers
  • Responsible for assigning report card grades
  • Self-contained, resource room, home bound, etc.
  • IDEA criteria if you meet HOUSSE standard in at
    least one content area have 3 years to meet a
    HOUSSE standard in other areas
  • Endorsement at level of instruction
  • Elementary endorsement is sufficient if teaching
    at that level, e.g., secondary aged students may
    be at elementary level of instruction

Alternate Curriculum Assessments
  • Special Education teacher must have content
    endorsement at the level of instruction of the
    students
  • Example an elementary endorsed special education
    teacher would be NCLB qualified even if students
    are of the age of secondary students but the
    level of instruction is elementary

Consulting or Co-teaching
  • Resource room, inclusion, or consultation any
    situation where the Special Education teacher is
    not responsible for assigning the grade for the
    report card
  • Classroom teacher must be NCLB Qualified not
    the Special Education teacher

  • Reciprocity a process to approve teachers who
    come from other states to teach in Nebraska

Goals for Schools and Districts
  • NCLB requires goals to have 100 of eligible
    teachers meet NCLB criteria
  • Data that includes special education teachers
    wont be available until the end of 2005-06 to
    establish goals
  • The only consequence of not making progress
    toward meeting goals is an improvement plan that
    identifies how the district will use Title I and
    II funds

State of the Schools Report
  • Has presented only information on the
    instructional units at secondary taught by
    teachers assigned in their endorsed areas
  • The 2004-05 State of the Schools Report will
    include as much information on all grades and
    teachers as is available, complete report in
    2005-06 report card

    knowledge

Teachers
  • Demonstrate subject-matter competency in each of
    the core academic subjects they teach by
    completing an academic major that results in an
    endorsement or completing coursework equivalent
    to an academic major
  • Nebraska considers the middle grades endorsement
    as equivalent to an academic major
