The programme contains the result of a long
process of consultation with ISSAs
various advisory bodies, the chairpersons and
officers of the technical commissions and
their advisory boards, the professional staff of
ISSA, as well as other concerned persons
in member organizations and outside ISSA, who
were requested to contribute through advice and
opinions.

ISSA must constitute a tool for its members to
enhance their efforts aimed at improving the
social protection of their populations, to
facilitate their cooperation and mutual technical
assistance, as well as to improve their
administrative capacity, particularly through the
amelioration of their human resources.

Technical Commission on Administrative
Management, Organization and Methods -The main
work to be undertaken by the OM Technical
Commission will be the study on High-Performance
Change Management Practices in Social Security
Administrations. This study will follow the work
done on Performance management in social security
organizations during the last triennium in
cooperation with Accenture. We would like to
thank Dominica and Belize for their participation
in the questionnaire sent in 2002-2003 and Mrs.
Skelton for her participation.

Technical Commission on Administrative
Management, Organization and Methods -The
research approach will be the following 1.
Survey in 30-50 ISSA organizations concerning
change and risk management practices 2.
Identification of 10-15 organizations with
effective change management practices 3.
In-depth interviews in those organizations 4.
Second performance snapshot in selected
organizations 5. Production and presentation of
the final report. -The OM Technical Commission
will organize in Spring 2007 a Forum for CEOs
related to the study on risks management and
management practices.

-The ICT Advisory Board meets in Moscow on 29
June 2005 in the framework of the 11th
International Conference on Information and
Communication Technology in Social Security. We
thank Ms. Lorna Charles and Henry Dujon for their
support in the Advisory Board. -Training
seminars are planned to be organized on project
management during the current triennium.

Policy and Research Activities -Establish and
promote a Clearing house for exchange of good
practice. For this triennium, the idea is to
identify key areas in social security where an
improvement of coverage is expected to happen.
The focus will be on pension, health and possibly
unemployment coverage. Good practice country
cases will be collected from each main region,
and it is expected that the Caribbean region
could provide a number of good cases to report.
