Genesis/History
  • Installations were not receiving uniform
    infrastructure and services funding, leading to
    haves and have-nots
  • Installations were therefore not providing
    similar benefits to soldiers in quality of life
    and essential support
  • Requests to level the support were difficult to
    justify, as hard to know where the were going
    with no standardized measures across
    installations
  • No ability for Congress/ DoD/ DA to capture and
    measure funding requirements

Genesis/History
  • Army was transforming to standardized modular
    combat elements
  • Concept of standardization and predictability
    extended to installations
  • Decision made to consolidate and standardize
    USAGs as base operators under separate agency
    (later a command)
  • Added benefit of releasing the ICs from the
    infrastructure responsibilities to concentrate on
    real world mission

Funding Justification
  • ACOMs/ASCCs/DRUs can justify resource levels
  • IMA/IMCOM created initial set of metrics to
    qualify budget request (early CLS stages) to get
    on level playing field

CLS Concept
  • All Garrisons will deliver a common core of
    standard services
  • Importance/Priority of each service to the
    Soldiers/Commanders determined by the Senior
    Executive Leadership in Spring for the next FY
  • The funding process distributes so all
    installations deliver each service at the same
    level of quality during the same FY
  • Garrison staffs will plan and measure to ensure
    they can deliver to standard with the funding
    allocated for each specific service.

CLS Categories
  • CLS categories created to capture traditional
    garrison-level functions
  • CLS is a method of ensuring the delivery of high
    quality Base Operations Services within the funds
    available to the Army.  CLS helps focus resources
    that drive the quality, consistency and
    predictability of programs and services offered
    on all U.S. Army Installations
  • PMR vs. funding levels

Funding/Performance Levels
  • CLS performance levels may or may not coincide
    with funding levels
  • Garrison is only able to provide CLS to the
    tenants at our funded level for each service
    (Green, Amber, Red)

  • Currently developing a CLS Catalog locally

Support required above CLS (ISSAs)
  • Support requested above funded CLS for Army
    customers requires an Interservice Support
    Agreement (ISSA) to identify reimbursable costs
  • All non-Army customers have a fully burden cost
    (utilities, labor, etc.)
  • ISSAs required to be updated/maintained per DoDI

DP 91 Issue/Status
  • DP 91 was established to resolve resonate issues
    associated with IMA/Mission split (RM, Safety,
    Security, Legal, etc.)
  • Several of the issues are currently in Council
    of Colonels or GOSC for resolution/decision to
    present to VCSA
  • Final VCSA decision will determine level of
    support provided under CLS
