2What is e-government ?
- It is the transformation of government to
provide efficient, convenient and transparent
services to the citizens and businesses through
information technology.
3e-Governance Vision of West Bengal
- The Government of West Bengal is committed to
building a citizen-centric, inclusive and
information-driven welfare Society which strives
to make available all the services and facilities
offered by the Government with minimum
bureaucratic and procedural formalities.
4The focus on rural development
- The need to bridge the digital divide.
- Approximately 5.7 crore persons out a total of 8
crores are in the rural areas. - Any Information Communication Technology
initiative taken in the State thus has to address
the needs of the rural masses. - The use of ICT in rural areas can greatly
facilitate and speed up development.
5NeGP initiatives in rural Bengal
- Extension of WBSWAN to all 341 blocks with 2 mbps
connection. - Connectivity to 277 Gram Panchayats in the
Bardhaman district through 31 blocks and 6
sub-divisions as pilot project. - e-PRI Mission mode project for three tiers of
Panchyati Raj Institution (PRI) through Ministry
of Panchayati Raj under NeGP. - 6797 Citizen Service Centers for delivery of
various services planned in the rural areas of
the state. - Capacity building of PRI functionaries and
officials.

7Integrated Fund Monitoring and Accounting System
software
- Process re-engineered by new Accounts Rules from
1.4.2003 that helped development use of the
software. - All the Zilla Parishads are already using the
software. - 96 Panchayat Samitis are also using the software
rest will follow soon. - Substantial improvement in financial management .
8G.P. Accounts Management
- Windows based simple software developed .
- 372 GPs are already using the same.
- 450 GPs to be covered by June 2007
- Ultimately the target is to cover 3354 GPs in
West Bengal by 2009 under e-PRI MMP .
9GIS based Information System at GP Level.
- Digital Map of all GPs prepared available in
the P RD website www.wbprd.nic.in - All village level Census 2001 data available for
all GPs. - Possible to answer complex query to facilitate
planning. - Other GP level social, economic infrastructure
data can be easily ported and are being done in
selected GPs.
10PS GP Computerization
- Bengali version of the software getting
finalized. - Use of open source software taken up gradually.
- Web based reporting system for all important
programs. - Releasing all G.Os / notifications in the P RD
Website. - Wide consultations of draft rules etc. through
website. - Special provisions have been made for
dissemination of information to the citizens as
required under The Right to Information Act, 2005
through the Website. - Touch screen kiosk at Dept from 25th February
2006 - Multi media Training course wares in Bengali
developed by C-DAC

- Documentation of births deaths.
- Computerized certificate generation.
- Issue of trade licenses.
- Monitoring reporting of poverty alleviation
programs. - Information on BPL families / Individual
beneficiaries.

- 2 MbPS connectivity provided upto Gram Panchayat
level. - Horizontal connectivity to 10 offices at district
level, 10 sites at sub-division level and 5 at
block level. - The connectivity established, hardware installed
project to roll out soon.

- Project Drishti in collaboration with NISG and
UNDP - Fund monitoring A/C system in 31 Panchayat
samitis and 107 GPs in Burdwan district. - GIS based decentralized planning in 4 Panchayat
Samitis covering 35 GPs. - Browser based Information system for all
circulars, Govt orders, Notifications on PRIs . - Project period ending May 2007.

telecommunications technologies to deliver health
care services to those in need by electronic
transmission of the necessary expertise and
information among geographically dispersed
parties, including physicians and patients, to
result in improved patient care and management,
resource distribution efficiently and potential
cost-effectiveness

- Hospital Information System has been developed
for District, Medical College and autonomous
hospitals - 41 units, district hospitals, sub-divisional
hospitals and state general hospitals with over
200 beds. - Inventory control of drugs and automation of
procurement process. - Personnel Management System to document the basic
information for all Departmental employees. - A Web Portal has been launched to provide a G2C
interface. - A GIS for improved decision support to healthcare
administrators has been developed. - Training of Health Care providers at all levels
has been taken up.
