Title: MOZAMBIQUE PRESENTATION TO THE INCEPTION MEETING
1MOZAMBIQUEPRESENTATION TO THE INCEPTION MEETING
COPING WITH DROUGHT AND CLIMATE CHANGE
- KENYA, NAIROBI
- AUGUST 29-30, 2005
- PRESENTED BY Anselmina Liphola António Mavie
2Mozambique High level of vulnerability on hazards
- Located in the cyclone track - Western boundary
of the SWIO basin - coastline of about 2,700Km
- Flood plane area - more than 50 of the country
is part of international river basins
- ENSO induced drought area - recurrent droughts
and progressing aridity especially in the south
- Rainfall fed agricultural (more than 80 of
population)
- High level of poverty
- Very high dependency on natural resources
- High level of population growth
- High level of illiteracy
- Endemic diseases
- Lack of, or poor communication
- Low observing weather stations network
- Despite pop growth, agricultural practices remain
the same and in some case even worse
3Hazard vulnerable zones identified
Drought
Cyclones
Floods
4Notable national efforts on Climate Change
Adaptation
- High commitment from the gov
- offering the necessary political support to all
CC adaptation activities
- coordinating ongoing activities through MICOA
- promoting new CC adaptation initiatives from
stakeholders
- promoting the participatory process
- Baseline info production underway
- National hazard risk zones info available from
different sources
- Detailed hazard risk analysis underway in
different places
- e.g. Búzi river basin, Save river basin, Limpopo
river basin, etc.
- NAPA process underway
- SNC process started
- National research Institutions involved in
climate and risk assessment and scenarios study
- Partners and NGOs involved in disaster risk
management and adaptive activities (Netherlands,
Sweden, FAO, WFP, World vision, GTZ, OXFAM,
ActionAid, CVM, FEWS NET, etc.)
5NATIONAL STRATEGY OUTLINED BUT SOME
CONSTRAINS LIMIT ITS FULL IMPLEMENTATION
Following is the list of some ongoing and to be
carried out activities in the drought vulnerable
areas of Mozambique to mitigate drought impacts
and create basic conditions for adaptation
mechanisms.
- Vegetative material (drought tolerant crops)
- Local seed production
- Seeds and agriculture Input fairs
- Agro-pastoral fairs
- Horticulture
- Fruit production
- Irrigation systems
- Irrigation management
- Construction of water sources, small dams and
water reservoir
- Pisciculture
- Use of lowlands for agriculture activity
- Veterinary assistance
- Foment of Animal breeding
- Foment of animal traction
- Pasture management
- Milk production
- Junior farm school (JFFLS
- School kitchen-garden
- Food assistance through food for work programs
- Nutrition and HIV/AIDS
- Hunger alert dossier (FAF)
- Combat against plagues and diseases
- Agrarian shop
- Comercial network expantion
- Improved barns
- Reforestation, fire management and environment
education
- Rehabilitation of the access roads
- Alternative income strategies
- Educate people for a better planning in house
building
- Educate people in the sustainable use of the
natural resources
- Dissemination of the existing early warning
systems
6- In the agriculture and water sectors the last VAC
report recommends
- Agriculture
- Management of existing irrigation systems,
rehabilitation of water pumps, attending training
courses on respective management and maintenance
aspects - Improvement of the quality and control of seeds
distributed at fairs studies on more appropriate
seeds
- Take advantage of rainwater for agricultural and
animal husbandry purposes, including the
promotion of weirs
- Vaccinations against Newcastle disease restoring
of stock of vaccines against Newcastle disease in
order to complete the vaccination plan.
- Water and Sanitation
- Promotion of training in collection and use of
water, which may be duplicated in the provinces
in coordination with the SADC
- Support the districts in their efforts to
construct small dams for the storage of water
- Improve the access to drinking water through the
rehabilitation of damaged water sources and the
construction of new ones where the drought
situation turns out to be serious - Help communities to improve the quality of
consumed water through chlorination and the
adoption of other water purification methods
- All interventions should be accompanied by
education programmes on hygiene so as to ensure
the proper utilization of the infrastructures.
7Capacity needs and constrains
- Need on traning available qualified human
resources on CC and other related issues
- Dissemination of Information on CC and other
related issues
- Many planned activities face financial resources
constrains for their full implementation
- Improve the coordination effort
- Difficulties to access relevant documentation
- Information generating institutions need
technical support to undertake scientific study
to ground any climate change evidences
8PROPOSAL FOR IDENTIFICATION OF PILOT SITES (DR
OUGHT CONTEXT ONLY)
- The suggested pilot site in Mozambique Is
- Chicualacuala, Mabalane, Guijá
- In the Limpopo basin
- In Gaza Province
- Very high vulnerable on drought
- Govuro district in northern Inhamabne province
- Very high vulnerability to all hazards
Suggested sites to be subject to further discuss
ions with
Stakeholders in workshop
9Upper Limpopo Basin Some baseline info availabe,
other to be collected
10- Early warning systems
- Early warning systems in place but flow of
information remains a seriuos challenge
- The only Climate Projection in Moz from SARCOF
- Need of communication of the Seasonal Climate
Outlook interpretation of the messages
- Need of dissemination of the Early warning
systems and their meaning
- Drought, Cyclone, Floods
- Need to combine traditional and modern early
warning methodologies
- Need to support INAM in the implementation of
RANET in Moz
- Expected results from RANET include
- Make weather, climate, and related information
more accessible to remote and resource poor
populations
- Allows for real time communication
- Production of educational program on variuos
issues
- Nutritional aspects
- Agricultural techniques
- HIV/AIDS
- Early Warning messages
- Environmental aspects
- New technique is territorial planning, water
harvesting, etc.
- Etc
11THE WAY FORWARD NEW ELECTED GOV DEFINED THE DIST
RICT AS THE BASE FOR THE DEVELOPMENT PROCESS
ALL STRATEGIES ORIENTED ON THAT PRINCIPLE
Community owned initiativenot community based
- Replication of succesful projects
- Experience from GTZ in Búzi
- World Vision is in the process of doing the same
in some piloting sites (Inicial workshop already
done)
- Catholoc University working in Sofala province
- Netherlands undertaking hazard risk management in
the Limpopo basin
- Sweden to undertake hazard risk management in the
Pungue river basin
- FAO actively working on adaptation activities in
some drought affected areas
- Activities include formation of Local risk
management
- Committees and small demonstration fields on
various
- techniques resulting in good food production and
income
- Strategies hence avoiding negatives
strategies
- Agricultural research institutes and
Universities, play an important role in this
process.
12Thank you!
