       Created in 1983 as a Public Corporation
and mandated by law as sole telecom service
provider        It has a Board of Directors
with Representatives from each of the 4 State
Governments and 1 from the National
Government. Â Â Â Â Â Â Â National policies objectives
and planning responsibilities was built into its
charter To operate on a commercially acceptable
practices and plan for the expansion and
improvement of services/facilities including
expansion into the remote islands and unserved
areas, in a manner consistent with commercial
reasonableness to promote economic development,
the advancement of education and health and the
preservation of the diverse cultures in the

10Current ICT Status
- 80 States centers has access to Internet,
PSTN,Cellular services - 20 of schools,health centers has access to PSTN
and Internet. 5 of student body in primary
schools and high schools has Internet access
including clinic and hospital staff - 10 of government employees has Internet access
less with employees in the private sector - Except for Ulithi Atoll, HF is the only link for
outer island within and outside of FSM - Insufficient bandwidth
- Disparity of ICT development in FSM.
11Future Plans
- CIPAC to organize and established policy
guidelines - include review of current Regulatory and
Telecom - Legislation.
- Complete National ICT Plan in 2004.
- Continue working with FSMTC for broadband
- connectivity and universal access for outer
islands. - Seek alternative technical options to enhance
current - use in schools and health.
12CONCLUSION
- FSM required outside assistance to bridge the
- Digital Divide.
