2ARRA vs. REGULAR TITLE I
- Title I ARRA
- Two year timeframe
- 1st Allocation May 2009 / 2nd Allocation Fall
2009 - Must be processed and tracked separately
different fund codes and applications. - Expenses are required to be classified as
Recovery or Investment - Supplement not Supplant provisions apply.
- Title I Regular
- 1 year timeframe September 1, 2009 to August
31, 2010 - Must be processed and tracked separately
different fund codes and applications. - Supplement not Supplant provisions apply.
3SUPPLEMENT NOT SUPPLANT
- Title I funds may not take the place
ofsupplantpublic education services that are to
be provided to all students. Title I funds should
only supplement, and to the extent practical,
increase the level of funds that would, in the
absence of Title I funds, be made available from
non-Federal sources for the education of children
participating in Title I programs.
4ABOUT YOUR ALLOCATIONS
- In school year 2009-2010 the district will be
serving all schools with Title I funds, including
the 4 major high schools. - In total, schools will be receiving an additional
2.4 million over the 2008-2009 school level
allocations. - When determining allocations, schools are ranked
by poverty percentage with priority given to
those with the highest poverty. - Schools with expected decreases to enrollment
will see a decrease in Title I funds. - Reminder Pre-K children were excluded when
determining poverty percentages for each school. - All schools with a NCLB status of Corrective
Action or Restructuring received an allocation of
at least 85 of their prior years allocation.
5TITLE I ARRA - PURPOSE
- Provides supplemental resources to local school
districts in order to help improve teaching and
learning for students in high poverty schools
most at risk of failing to meet the states
academic achievement standards. - Activities funded through the ARRA Title I
grant must be designed to help improve education
for at-risk students and close achievement gaps.
- ARRA funds are categorized into two priorities
- 1. Recovery
- 2. Investment
6TITLE I ARRA - RECOVERY
- Under this priority districts may consider using
funds to advance ARRAs short-term economic
objectives by investing quickly to support or
expand existing Title I programming in support of
the districts academic achievement goals. - Activities funded under this priority can only
be sustained beyond the grant period with
additional funds.
7Schools proposing to use Title I ARRA funds for
Recovery purposes must respond to each of these 6
items
TITLE I ARRA - RECOVERY
- Describe the proposed recovery activities and
explain how the proposed activities will
supplement (be in addition to) activities that
the district would otherwise support through
state or local funds. - When will the funds be used? Indicate relevant
school year(s) (SY2009-10 including 2009 summer
programs, SY2010-11). - Describe how the proposed activities are
coordinated with the use of funds provided by the
districts regular FY10 and/or FY11 Title I
grant. - Describe how the proposed fund use will support
and strengthen regional/collaborative approaches
to educational service delivery, if applicable. - Describe the rationale for using ARRA funds to
support the proposed activities. - 6. Does the district plan to sustain the proposed
activities beyond the grant period? If so, how
will the district do so?
8TITLE 1 ARRA - INVESTMENT
- Under this priority districts may use funds to
advance ARRAs economic goals by investing these
one-time funds strategically in areas that will
result in long-term improvements in Title
I-funded programming. Funds spent under this
priority should yield lasting results without
creating recurring costs that are unsustainable
beyond the grant period. - 4 Categories under Investment
3. Educator Quality and Effectiveness Increase
educator effectiveness and equitable distribution
of qualified teachers, para-educators,
administrators, and other personnel working with
Title I-eligible students. 4. Support and
Intervention Improve implementation of intensive
and effective systems, supports, and programming
for the districts lowest performing schools and
students.
1. College and Career Readiness Develop
activities which will result in greater numbers
of students effectively prepared for college and
careers. 2. Assessment and Data
Systems Increase or improve implementation of
high-quality assessment and data systems to track
progress and foster continuous improvement.
9TITLE I ARRA - INVESTMENT
Schools proposing to utilize Title I ARRA funds
for investment must propose the investment
activity and respond to the following 9
questions
- Describe the proposed investment activity and
explain how the proposed activity will supplement
(be in addition to) activities that the district
would otherwise support through state and local
funds. - Indentify the specific gaps or weaknesses that
will be addressed by the proposed investment
activity. - Describe the implementation timeline, and
indicate when the funds will be used (SY2009-10
including 2009 summer programs, SY2010-11) - Describe how the district will assess the
implementation and impact of the proposed
investment activity. - 5. Describe how the district will use information
collected through 4 above to guide decisions
regarding this activity.

- Describe how the proposed investment activity is
aligned with the districts strategic priorities
and associated activities. - Describe how the district plans to coordinate the
funds for this activity with other ARRA or
regular entitlement funds or through
regional/collaborative approaches to educational
service delivery. - Describe the anticipated long term benefits that
will result from the proposed activity. Provide
information on how the investment will increase
the long-term capacity of teachers, schools
and/or the district to raise achievement for
students. Include information, as applicable,
about the other benefits that will continue
beyond the grant period. - 9. Describe how the activity, or its benefits,
will be sustained beyond the grant period.
11REGULAR TITLE I
- As of today, the district has not received a
final Title I allocation from the state. We are
expecting to receive level funding in FY 2010. - Due to the ESE changing the application process
for the regular Title I funds, the district will
be requiring principals to submit their budget
documents on detailed forms categorizing all
projected Title I expenses for your school.
These forms will be made available electronically
on the districts website. - All regular Title I expenses at your school will
need to be categorized under one of the following
4 activities - 1. Educator Quality and Effectiveness
- 2. Support and Intervention
- 3. Assessment and Data Systems
- 4. College and Career Readiness
- (For a further description of the above
activities please reference the Title I ARRA
Investment slide). After selecting the
appropriate activity category you will be
required to respond to a series of questions
similar to those being asked under the Title I
ARRA application.
12ADDITIONAL INFORMATION
- The NCLB office will be sending further
information regarding the application process for
both Title I ARRA and regular Title I. We will
be providing a link to the necessary forms. All
applications will need to be submitted
electronically. - Schools in improvement status will be required to
set aside 10 of both their regular Title I
allocation and Title I ARRA allocation. - A preliminary deadline for the school level Title
I and Title I ARRA applications will be Friday
