11National Strategy to Reduce Congestion
Congestion is not a fact of life. We need a new
approach and we need it now. Secretary Norman
Mineta National Press Club May 2006
- Relieve urban congestion.
- Unleash private sector investment resources.
- Promote operational and technological
improvements.
I am committedto do everything we can to ensure
that our skies, highways, ports, and rails are
free from traffic congestion. Secretary Mary
Peters Swearing-in Ceremony October 2006
12Congestion Pricing Bringing Supply and Demand
into Alignment
- Failure to properly price travel on highways is a
root cause of congestion. - Allocating transportation services via pricing is
more efficient than allocating by delay and it
reduces congestion. - Pricing can supply revenues that further
contribute to reducing congestion providing a
revenue stream supporting Public Private
Partnerships (PPPs).

14Recycled/Re-Use Materials In Highway Construction
- The U.S. needs to reconstruct much of the
infrastructure built in the 50s and 60s - Virgin materials
- are being depleted
- The cost of virgin
- materials is increasing
15FHWA Policy On Recycling and Re-Use Of
Industrial Byproducts
- Recycled materials should get first consideration
- Consider use of recycled materials early in the
planning/design process - Economic benefits should be considered in the
material selection process - Restricting the use of materials should be
technically based - Material should not adversely impact the
environment and should perform as intended
