Looking back2009 legislative wrap-up
4
Looking backMetro State celebrated many triumphs
  • HB 1295, authorizing us to offer Masters degrees
passed, a historic moment for the College.
  • The JBC approved Metro State pursuing
construction on both the Student Success Building
    and the Hotel Learning Center.
  • SB 295 higher education flexibility bill
  • HB 1362 special districts bill
  • SB 228 6 percent limit bill

5
What does this all mean?
  • We have two years to fully implement reducing
our general fund appropriation budget by 20
    percent or 10 million.
  • Another state economic forecast will be released
in June, which means there could be additional
    cuts.
  • The legislature could be back for a special
    session to discuss this.

6
Right-sizing Metro State
  • While our priorities remain the same, I am
having dialogue with the Vice Presidents on
different options that will help us address these
    permanent cuts.

7
Right-sizing scenarios
  • Tiers I, II and III
  • Capping enrollment
  • Increasing tuition
  • Reductions and realignments in academic and
    nonacademic programs

8
Tier I, Tier II, Tier III
  • The dollar amounts in Tier I, II and III cuts
that I announced earlier are foregone
    conclusions.
  • However, I am reviewing with the
  • vice presidents the options to
  • buy back cuts in tier reductions
  • with other monies in the respective
  • VPs division, and with tuition.

9
Capping enrollment
  • We are looking to enroll 500 fewer students by
    accepting 1,124 fewer students.
  • Align financial aid with academic progress.
  • Place registration holds on students with 90
    credits who
  • havent completed level I
  • general studies.
  • Accept no transfer students
  • who have not completed
  • remedial work.
  • While nothing is final yet, these strategies
being discussed are in line with our commitment
    to student retention.

10
Increasing tuition
  • Implement the maximum 9 percent increase as
    approved by the legislature.
  • This would result in
  • An additional 4.7 million in tuition revenues
    using flat enrollment.
  • And a 3.7 million increase on top of that if
enrollment growth projections of 6 percent for
residents and 10 percent for non-residents are
    realized.
  • We are also exploring differential tuition
options for implementation in the 10-11 academic
    year.

11
Academic and nonacademic programs
  • We are looking at ways to reduce positions,
realign programs or substitute technology for
    labor.
  • I am committed to maintaining and growing our
    full-time tenure-track faculty.
  • I will not stop hiring full-time faculty, like
was done during the last budget crisis in 2001.

12
Stimulus money
  • Metro State will receive 9.9 million in
stimulus funds. The primary use of these dollars
    will be for two-year positions.

13
Voluntary salary reduction
  • In the executive session of yesterdays BOT
meeting, I announced to the Trustees that I would
like to voluntarily reduce my salary by 3
percent. The Trustees accepted this offer, and
this will go back into our general fund
    appropriation.

14
Metro State priorities
  • Achieving designation as an Hispanic Serving
    Institution
  • by 2015
  • Becoming an urban land-grant institution
  • Continuing to increase full-time tenured and
    tenure-track faculty
  • Building the Student Success and Hotel Learning
Center of the Metro State Neighborhood
  • Focusing on student retention
  • Initiating a major-gifts campaign to be launched
    once the economy improves
  • Professional development of faculty and staff
  • Launching the masters programs

15
Frequently asked questions
  • Will there be furloughs?
  • Will we receive salary increases or equity
    adjustments?
  • Will the states revenue fall even shorter?
  • Will employees be asked to reduce their salaries?
  • What are the next steps for the Metro State
    Neighborhood?

16
  • Nothing is permanent but change.
