Title: Resource Conservation Challenge and National Waste Minimization Partnership Program
1Resource Conservation Challenge and National
Waste Minimization Partnership Program
Tad Radzinski, P. E. U.S. EPA - Region III
2Resource Conservation Challenge
- The Resource Conservation Challenge is a major
national effort to find flexible, yet more
protective ways to conserve our valuable natural
resources through waste reduction and energy
recovery. - Through this initiative, EPA challenges us to
- Cut the generation of 30 priority chemicals in
hazardous waste in half by 2005. - Increase the national recycling rate to 35
percent by 2005.
3Everyone Has a Role in the Challenge
- Manufacturing and Other Commercial Companies
- Federal, State, and Local Government Agencies
- Non-Government Agencies
- Consumers Engaging Youth and Educating People
- We must all
- Adopt a resource conservation ethic
- Operate more efficiently
- Purchase more wisely and
- Make and use products that are easy to recycle
and
composed of recycled
materials
4National Waste Minimization Partnership Program
- Key component of The Resource Conservation
Challenge - How to participate
- Identify one or more chemicals for reduction.
- Develop a source reduction/recycling goal and
project time line for each chemical selected. - Sign Up
- Recognitions and Awards
- Membership plaque use of logo
- Recognition for past accomplishments
- Annual and final accomplishment awards
- Publication of success story
- Press events (if desired)

11US Steel Mon Valley WorksTerne Coating Line
- Process generates 356 drums/year of
lead-containing
dross. - Based on TRI 2000 4775 lbs. of lead (based on
1 Pb content)
12US Steel Mon Valley WorksWaste Minimization
Opportunities
- Objective minimize and/or recycle dross
- Recommended
- re-run dross sample analyses
- modify dross collecting and flux procedure
13US Steel Mon Valley WorksWaste Minimization
Opportunities
- Status
- Pb content closer to 10, but dross also
contains significant amounts of Zn (potential
barrier to recycling the dross) - USS implemented changes to reduce and control
flux in the process and modification to dross
skimming procedure to reduce Pb content.Reduced
dross by 102,317 pounds/year (40 reduction) - Waste Minimization Team has identified potential
dross recyclers

25Target Chemical Reduction
- Region III is the Lead for this Cluster
Subgroup - Goal is to Reduce target chemicals in all
stages in the life cycle, including products,
waste,(municipal, industrial, and hazardous) and
emissions. - NWMPP is a key component of this subgroup
- Office of Pollution Prevention is an
- integral partner
