  • COCOM (Joint Staff, USTRANSCOM, USSTRATCOM,
    USNORTHCOM, USJFCOM) support is essential to all
    GEOCOCOM CPX exercises
  • Current funding methodology fails to recognize
    functional COCOM costs in support of CPX events
  • Funding COCOM CPX events without proportional
    funding to their functional support produces
    ineffective training
  • Recommendation Fund CPX as a package of event
    and support costs

Use of SAAMs for CJCS Exercises
  • Some commands have used Special Assignment
    Airlift Missions (SAAMs) to support CJCS
    exercises
  • Reasons given for requesting SAAMs vs CJCS
    Exercise
  • Provide COCOM direct control over the mission
  • Obtain a higher CJCS airlift priority (CJCS
    exercise priority is 2B1 or 2B2, Joint Pub 4-1)
  • Ensure availability of an AMC aircraft
  • Preclude identifying sensitive airlift request
    information via the Time Phased Force and
    Deployment Data (TPFDD)
  • Missions converted to CJCS missions after the
    fact to allow billing the airlift to the CJCS
    Exercise MIPR

Use of SAAMs for CJCS Exercises
  • Future CJCS exercise missions using CJCS
    transportation funding should be requested as
    CJCS exercise missions using established
    procedures (CJCSM 3500.03A Encl L U, and CJCSI
    3511.01 Encl C)
  • AMC TACC will schedule missions as CJCS exercise
    missions
  • Assign exercise mission numbers and mission
    symbols
  • Bill airlift costs to the CJCS Exercise MIPR
  • AMC responsible for remaining within annual
    budget
  • AMC TACC to advise COCOM if airlift requirements
    are likely to exceed budget
  • COCOMs responsible for remaining within funding
    target
  • May request increased target from the Joint Staff
  • CJCS Exercise fund cite not to be used for SAAMs

  • Unique CJCS Exercise Requirements
  • Request by Time Phased Force and Deployment Data
    (TPFDD)
  • Identify any unique requirements in a newsgroup
  • Specific departure dates/times
  • Stand down requirements
  • Capability to divert mission to meet operational
    needs
  • High visibility mission requiring close watch
  • AMC can tailor the exercise mission to meet
    unique requirements
  • Requests should be limited to those few missions
    requiring specific interest to meet COCOM
    objectives
  • AMC TACC can assign a Trusted Agent for certain
    exercises
  • Work with the COCOM to obtain higher probability
    of getting an AMC aircraft on the date requested
    (Approval authority is USTRANSCOM and the
    Commander, AMC TACC)

  • Pax/ST requirements chronically missing

    transportation requirements in JTIMS (Trans Tab)

  • Late validation and multiple changes disrupt
