Who Does This Apply To?
  • Members of the Work Force whose activities
    include any of the following at SNL/NM, involving
    hot work
  • Working in Welding Shops
  • Use of portable welding machines, including
    vehicle mounted units
  • Use of Oxygen-fuel gas torches and arc welders
  • Use of welding/cutting torches in research and
    development (RD) labs
  • Use of open flame torches for brazing and
    soldering
  • Use of open flame and hot air devices for roofing
    operations
  • Use of small, non portable flames NOT addressed
    in labs documentation (one time operation)
  • Use of propane fueled barbecues
  • Any spark producing operation (grinding and
    cutting saw are examples)
  • Members of the Work Force include
  • Sandia Employees
  • Contractors working at/for SNL/NM

These Processes Are NOT Considered Hot Work
Activities
  • Laser, electron and orbital welding, do not use
    open flame, and are self contained
  • Electric soldering (soldering guns used on
    electronics)
  • Use of small, non portable flames in laboratories
  • (If the operation of small, non
    portable flames is specifically addressed in the
    labs documentation (PHS, SWP, OP, SOP) (No Hot
    Work Permit is required)
  • 1. Bunson Burners
  • 2. Small 16 oz. torch in fixed position
  • NOTE The site fire marshal or the Department of
    Building and Fire Safety shall make the
    determination of need for a Hot Work Permit, in
    accordance with existing Codes, if there is a
    question in reference to the type of activity
    being performed

Additional RequirementforHot Work Permits
  • ALL welding, thermal cutting and brazing
    operations require both a Hot Work Permit (from
    SNL Department of Building and Fire Safety) and a
    Welding, Cutting and Brazing Control (WCBC)
    Permit (from Division ESH Customer Support Team)
  • For Welding, Cutting and Brazing, a Hot Work
    Permit will not be issued until a WCBC permit has
    been obtained
  • A WCBC is not required for a Hot Work Permit for
    soldering, grinding, open flame or hot air blowers

Requirements for Operators andFire Watch
Personnel
  • For any Hot Work activities
  • 1. Welding, cutting, brazing, soldering,
    grinding, electric arc welding, thermal spraying,
    thawing pipes, installation of torch applied roof
    systems
  • 2. Tar and kettle roofing operations
  • 3. Propane fired barbecue grills
  • 4. Use of compressed gas cylinders for
    open flame in laboratories
  • There are certain training requirements to be met
    and maintained, prior to obtaining a Hot Work
    Permit
  • 1. Complete FRP-106, Hands on Fire
    Extinguisher training
  • a. initially and annually thereafter

  • SNL provides FRP-106 annually for SNL employees
    (TEDS)
  • FRP-106 is available through approved vendors for
    Sandia Directed Contractors (Documented proof
    required and presented to SNL Department of
    Building and Fire Safety)
  • FRP-106 from approved vendor is accepted by SNL
    Department of Building and Fire Safety, for SNL
    employees for the interim
  • View Hot Work Safety video and Power Point (SNL
    Department of Building and Fire Safety)
  • a. initially and annually thereafter
  • Additional training may be required by the ESH
    personnel, see Section 4E Welding, Cutting and
    Brazing Safety
  • It is the MANAGERS/CONSTRUCTION SUPERINTENDANTS
    RESPONSIBILITY to ensure that operator and fire
    watch personnel have received the required
    training and that training is current, PRIOR to
    applying for a Hot Work Permit

  • Operator and Fire Watch personnel shall read the
    precautions on the Hot Work Permit and WCBC
    Permit (if required) and sign the Hot Work Permit

    Operations shall be
  • a. Familiar with materials and/or
    equipment to be used
  • b. Familiar with related hazards
    associated with Hot Work
  • c. Familiar with the building fire alarm
    and fire suppression system(s)
  • d. Able to activate an alarm or
    alternative method to notify the Fire
  • Department in the event of a fire or
    other emergency
  • Personnel Protective Equipment (PPE)
  • a. Refer to ESH Manual, Chapter 6
    (Sandians)
  • b. Refer to IFC Chapter 26 NFPA 51-B
    (All others)
  • Ensure that necessary natural or mechanical
    ventilation is provided
  • a. Refer to ESH Manual, Section 4E
    (Sandians)
  • b. Refer to IFC Chapter 26 NFPA 51-B
    (All others)

Hot Work PermitRequirements
  • Managers/Construction Superintendants shall
  • Designate precautions to be followed, in the form
    of a Hot Work Permit, obtained from SNL/NM
    Department of Building and Fire Safety
  • Post the Hot Work Permit in a conspicuous
    location at the hot work site
  • Ensure that prior to requesting a Hot Work Permit
    for hot work in high hazard areas (e.g.,
    explosives, flammable combustible
    gases/liquids, radiological), the job and site is
    reviewed by the appropriate Division ESH Team
    and an Occupational Exposure Assessment (OEA) is
    completed
  • Shall consult with the site fire marshal for hot
    work in high hazard areas
  • Shall complete an OEA for their employees
  • Ensure that hot work activities do not exceed the
    time period for which the permit is issued
  • Ensure that necessary mechanical ventilation is
    provided
  • Ensure that a WCBC permit is obtained (if
    applicable)

Hot Work PermitRequirements
  • Managers/Construction Superintendants shall be
    responsible for obtaining authorization and
    approval for any of the situations noted
  • Any hot work operations in areas where explosives
    are used or stored (consult the Explosives
    Safety contact person)
  • Any hot work operations that must be performed
    within 35 of flammable liquids, motor vehicles
    and motorized equipment other than hot work
    equipment (consult the site fire marshal)
  • Any open flame soldering, welding, or cutting
    operations on used containers (consult the site
    fire marshal)

Hot Work PermitRequirements
  • Managers/Construction Superintendants shall
    consult the site fire marshal or the Department
    of Building and Fire Safety for assistance
    during the planning stage of activities that
    require hot work to be conducted in any of the
    following
  • High fire risk locations
  • Fuel gas generator tanks and piping in rooms
    where fuel gas is generated
  • Exhaust ducts attached to wood, rubber or fiber
    working machines and other ducts on the interior
    with a flammable residue
  • Ducting in which flammable, toxic or explosive
    vapors have been or, is present
  • Areas where combustible fibers are used or stored
    and in woodworking areas
  • Storage tanks where flammable/combustible liquids
    are involved
  • Any area where wet-cell batteries are present
  • Interior/exterior where large quantity of
    combustible materials are stored
  • Exterior where dry brush and vegetation is
    present
  • Interior where there are openings in the floors,
    walls and ceilings between floors/rooms

Operators Responsibilities
  • Training shall be current and meet SNL
    requirements
  • All hot work shall be conducted in an area that
    satisfies the requirements of the Hot Work Permit
  • Hot work activities shall not be conducted within
    35 of flammable/combustible materials. If the
    flammable/combustible materials can not be
    relocated, they shall be protected by a
    noncombustible shield, fire resistant curtain,
    tarp, or blanket
  • The passage of sparks or slag to adjacent areas
    containing combustible materials through opening
    or cracks in walls, floors, ducts or shafts
    within the work area shall be prevented
  • The SNL Department of Building and Fire Safety
    shall be contacted at least 48 hours in advance
    to arrange for an Active Fire Protection
    Impairment Permit (FPIP) in the event that smoke
    and heat detectors need to be taken off line (due
    to smoke or dust generation)
  • Consult the SNL Department of Building and Fire
    Safety at least 5 days in advance to arrange for
    an Active Fire Protection Impairment in the event
    that sprinkler and water based systems need to be
    taken off line
  • Protect or shut down ducts and conveyers
  • Place HOT WORK warning signs to alert other
    persons in the area of the work in progress

Operators Responsibilities
  • Ensure that all equipment is fully operational
    and in good condition
  • Ensure that all gas cylinders are properly
    labeled
  • Ensure that fluxes, coatings, coverings and
    filler metals are transferred to a secondary
    container and labeled in accordance with Section
    6D Hazard Communication Standard
  • Remove all electrodes from the holders, locate
    the holders carefully to avoid accidental contact
    and disconnect the power source when electric arc
    welding/cutting is to be suspended for a period
    of time
  • Ensure that fully charged and operable fire
    extinguisher(s), appropriate for the hazard, are
    on site. Building fire extinguishers shall not be
    removed from their hangers obtain additional
    fire extinguishers if necessary
  • Ensure an adequate number of properly trained
    Fire Watch personnel are on site and in position
    prior to start of hot work activities
  • Ensure that Hot Work and WCBC Permits are posted
    in a conspicuous location on site

Operators Responsibilities
  • Position material being cut so that the severed
    section does not fall on any part of their bodies
  • If possible, relocate work to a safe location
  • With the Fire Watch personnel, conduct a site
    inspection prior to and at completion of all hot
    work activity to ensure compliance with the Hot
    Work Permit and that no sign of fire is present.

Fire Watch Requirements
  • Watch for and extinguish any fires that may occur
    in the hot work area or on the operator
  • Continue fire watching for 30 minutes after the
    conclusion of hot work, and during the operators
    breaks (coffee, lunch, rest room) to ensure that
    sparks do not start a fire (may be longer, as
    needed)
  • Fire watching shall include the entire hot work
    area
  • Assign additional personnel as fire watchers when
    hot work is conducted in areas where vertical or
    horizontal fire exposures are not observable by a
    single fire watcher to ensure that all exposed
    areas are monitored

Fire Watchers Responsibilities
  • Training shall be current and meet SNL
    requirements
  • Ensure that appropriate portable fire
    extinguisher(s) are on site for the hazard.
    Building fire extinguishers shall not be removed
    from their hangers obtain additional fire
    extinguishers if necessary
  • Be familiar with the hot work processes being
    conducted
  • Be cognizant of the surroundings to ensure
    facility safety and property protection
  • Provide for the safety of the operator
  • Warn operators if hazardous conditions develop
  • Be familiar with the fire alarm and fire
    suppression systems in the area of hot work
    operations
  • Be able to activate the alarm system or secondary
    means of notification for the fire department in
    the event of fire or other emergency

Fire Watchers Responsibilities
  • With the Operator, conduct a site inspection
    prior to and at completion of all hot work
    activity to ensure compliance with the Hot Work
    Permit and that no sign of fire is present. Sign
    the Hot Work Permit check list
  • If violations are found, they are to be corrected
    prior to the start of hot work activities
  • Remain on site for 30 minutes (may be longer) to
    verify that NO fire exists

Remember, Fire Safety is the Operator and Fire
Watch Responsibility

During an Emergency or ifInstructed to do so
  • Operators and Fire Watch personnel shall
  • Shut down all hot work operations
  • Evacuate the area or building
  • Report immediately to a Security Officer, Fire
    Department Officer or Incident Commander and
    indicate the exact location and state of the hot
    work operations
  • Do Not re-enter the area or building until
    instructed by the Emergency Response personnel
  • Contact SNL Department of Building and Fire
    Safety prior to resuming hot work operations to
    verify fire suppression/fire alarm systems are
    active

Inspection of Hot Work Locations
  • Prior to and during hot work operations, the site
    shall be inspected by the Construction Observer
    and/or Department of Building and Fire Safety
  • If the requirements on the Hot Work Permit are
    not being followed, the permit shall be rescinded
    and a stop work order issued
  • If the hot work permit has been rescinded, the
    manager/construction superintendant shall ensure
    that violations are corrected and apply for a new
    Hot Work Permit
  • The hot work operation will then be reinspected
    to ensure compliance with applicable codes and
    standards
