Session objectives
  • Increase awareness of the wider humanitarian and
    coordination context in which the cluster
    approach is implemented (existing UN agencies,
    government, DART, UNDAC, NGOs)
  • Identify strategies and approaches for situating
    the cluster within this wider humanitarian
    response, often already underway before
    cluster/sector leads arrive

Purpose of exercise
  • Demonstrate real-world coordination issues and
    challenges you will face in setting up the
    cluster approach within the wider humanitarian
    context
  • Serve as input for the presentation and
    discussion which follows

Role Play
Minister of Emergency Situations called meeting
at 0830 tomorrow.
  • Slomania Intergovernmental Working Group
  • United Nations headed by RC
  • International NGOs chaired by WV
  • SLOCON local NGO/civil society consortium
    coordinated by SLOCON director

Exercise Forming Groups
  • Form 4 groups
  • Four volunteers to start the groups
  • Stand up lets go outside where we will form 4
    groups
  • Ensure mixed / diverse groups (6-7/group))
  • Gender
  • Different clusters
  • Different agencies
  • Different nationality / cultural background
  • Sit at assigned tables

  • Back in Slomania
  • Prepare for kick-off meeting called by Minister
    of Emergency Situations at 0830 tomorrow morning
  • He wants to hear your ideas and proposals on how
    we can ensure a coherent and coordinated
    humanitarian response in Slomania
  • Spend 30-45 minutes to agree on the
    ideas/proposals you will share at the meeting and
    identify who is to be your spokesperson.
  • Each spokesperson will have 2-3 minutes to
    present at this meeting. Total meeting time is
    25 minutes.
