The Economy and Children
  • Rates of unemployment could rise to nine
    percentthe highest mark in nearly 30 years.  
  • The number of children living in poverty could
    increase by three million
  • Currently 10.1 million Americans are unemployed,
    an increase of nearly three million over the past
    twelve months.
  • Food Stamps assistance has increased by 10 over
    the past year from a mark of 27 million in August
    of 2007 to 29.5 million in 2008.
  • One in four children are now receiving food stamp
    benefits.

The Housing Crisis...

    since 2007.
  • Another million mortgage holders are past due at
    least 30 days. A majority of the distressed
    mortgages are held by families with children.

An Economic Stimulus Package for Children
Families
  •  
  • Budget shortfalls for states are expected to
    exceed 100 billion
  • Increase in FMAP by at least 8,
  • Strengthen TANF Contingency Fund
  • Social Services Block Grant, Title IV-E, Child
    Care Development Block Grant, CAPTA Title II
  • Increase Food Stamps (Supplemental Nutrition
    Assistance Program), WIC,
  • Increased supports for Section 8 vouchers and
    rental assistance
  • Extension of unemployment benefits by 18 weeks
    for states hardest hit, and 10 weeks for others
    needing support
  • Expansion of LIHEAP sufficient to ensure that no
    family is without heat for cooking or warmth
    this winter.
  • An immediate lowering of the Child Tax Credit to
    8500 and an additional stimulus through the tax
    code for low-income workers through a "Making
    Work Pay" tax credit of up to 500 per person, or
    1,000 per working family.

State Childrens Health Insurance Program
  • Provide the equivalent of at least 50 billion
    over the next five years for SCHIP
  • Enable states to cover immigrant children with
    federal support
  • Covers pregnant women currently not eligible
    under SCHIP
  • Enables states to simplify their enrollment and
    reenrollment practices under both SCHIP and
    Medicaid

  • Establishes a greater emphasis upon primary,
    preventive, and developmental child health
    coverage and care

  • Expansion of quality home visiting programs to
    keep children safe and prepare them to start
    school ready to succeed and to increase
    investments in other family support services
    through the Promoting Safe and Stable Families
    program (Title IV-B, Subpart 2)
  • Expansions of early identification and treatment
    of developmental disabilities/emotional/behavioral
    disorders in children, including expansion of
    Part C of the Individuals with Disabilities
    Education Act (IDEA) and the Childrens Mental
    Health Services Grant Program
  • Continue the reform efforts of Title IV-E
    program, which now primarily funds out-of-home
    care and not safe alternatives to placement
