Background Related to the Amendment

• CC directed staff to prepare a text amendment in
  June 2006
• Purpose
• Recognize Edward Hospitals continued growth and
  expansion
• Address concerns related to OCI zoning
• FAR controls (no height limitation)
• Comparable OCI properties
• No required public process
• Controlling Ordinances 86-56 and 89-35

Goal of the Amendment

• Create a zoning solution that provides adequate
  regulations for height, bulk, and the location of
  new structures and additions on the campus, while
  providing the hospital with the flexibility
  necessary to continue to serve the communitys
  health care needs.

• 9-month collaborative process between City staff
  Edward Hospital representatives

• PUD vs. New Zoning District
• Utilization of Edwards conceptual Campus Plan as
  tool
• Input from Plan Commission Surrounding Property

• 120 tall building setback 30 from the south

• Proposed ordinance requires a 250 setback
• Edward is requesting exemption to allow the 30
  setback for the South Addition by right

Staff Recommendation

• Conditional Use Process
• Innovative solution to request deviations from
  the HS District requirements
• Acknowledges Edwards unique campus development

• Allows greater flexibility than a zoning variance

Plan Commission Recommendation

• PC considered proposed zoning district and
  rezoning of the Edward Hospital Campus
• Motion to approve (failed 4-4)
• Commission could not reach consensus on the South
  Addition
