1
Health Services (HS) District Text Amendment
  • April 18, 2007

2
Background Related to the Amendment
  • CC directed staff to prepare a text amendment in
    June 2006
  • Purpose
  • Recognize Edward Hospitals continued growth and
    expansion
  • Address concerns related to OCI zoning
  • FAR controls (no height limitation)
  • Comparable OCI properties
  • No required public process
  • Controlling Ordinances 86-56 and 89-35

3
Goal of the Amendment
  • Create a zoning solution that provides adequate
regulations for height, bulk, and the location of
new structures and additions on the campus, while
providing the hospital with the flexibility
necessary to continue to serve the communitys
    health care needs.

4
Achieving the Goal
  • 9-month collaborative process between City staff
    Edward Hospital representatives
  • Various options considered
  • PUD vs. New Zoning District
  • Utilization of Edwards conceptual Campus Plan as
    tool
  • Input from Plan Commission Surrounding Property
    Owners

5
Current Proposal
  • Creation of a Health Services (HS) zoning
    district to establish reasonable development
    parameters.
  • Focus of the development parameters
  • Sensitivity to surrounding land uses and roadways
  • Development by right when regulations are met
  • Public Process for development in excess of the
    regulations

6
Current Proposal, cont.
  • Key Ordinance Component
  • Tiered Setback/Height
  • Scheme
  • Focuses more intense development towards center
    of the campus

7
Current Proposal, cont.
  • Rezoning of the Edward Hospital Campus to the HS
    District, once adopted
  • Concurrence on all but one component of the
    proposed ordinance
  • South Addition

South Addition
9
Edward Hospitals Request
  • 120 tall building setback 30 from the south
    property line

  • Edward is requesting exemption to allow the 30
setback for the South Addition by right

South Addition

Staff Recommendation
  • Conditional Use Process
  • Innovative solution to request deviations from
    the HS District requirements
  • Acknowledges Edwards unique campus development
    criteria building design
  • Allows greater flexibility than a zoning variance
  • Allows for public input and additional analysis
when specific development plans are submitted

12
Plan Commission Recommendation
  • PC considered proposed zoning district and
rezoning of the Edward Hospital Campus
  • Motion to approve (failed 4-4)
  • Commission could not reach consensus on the South
    Addition

13
Summary of Proposal
  • Extensive Collaboration between City and Edward
    Hospital
  • Creation of a new zoning district
  • Supports the growth of the hospital
  • Reasonable development parameters
  • Compatibility with its surroundings
  • Concurrence on all but one ordinance component
  • Establishment of an innovative public input
process for instances where a proposed structure
