The role of RIS in the Cohesion Policy, how to
assess innovation?   Tadeusz Zoltowski
FEWN Jablonna Palace, Poland
2
  • Competitiveness of the EU
  • Lisbon Strategy
  • New policy instrument Open Method of Cooperation
  •
  • four principal instruments,
  •
  • Fixing common guidelines for national policies
  • Developing indicators of national performance to
    compare best practice
  • Asking countries to adopt national action plans
    to implement guidelines
  • Joint monitoring and review of results.

3
  • The IRE network, received a strong support in
    three complementary types of projects
  •
  • strand 1 Regional Innovation Strategy in newly
    accessed and associated states,
  • strand 2 regional innovation policy impact
    assessment and benchmarking projects
  •
  • strand 3 support actions to RIS-NAC processes
to develop RIS strategies in regions of newly
associated countries to allow completion of their
    strategies.

4
  • EU cohesion policy
  • Regional competitiveness
  • A regions ability to optimize its indigenous
assets in order to compete and prosper in
national and global markets and to adapt to
    change in these markets.
  • Lundvall A Regional Innovation System consists a
processes and relationships that interact in the
production , diffusion and development of new and
    economically useful knowledge.
  • Realized thorugh two principal instruments the
    Structural Funds and Cohesion Fund.
  • Perspective of better coordination and
    cooperation among modernization,
    knowledge-based-society (economy) building with
the support of the Community cohesion policy
    instruments.
  • 7. Framework Programme
  • Innovation and Competitiveness Framework
    Programme.
  • European Industrial Research and Innovation
Monitoring System allowing for surveillance of
    innovation.

5
  • A competitiveness and innovativeness level of
regions are dependent on the quality of National
and Regional, internally and externally coherent
    Regional Innovation Strategies
  • Allowing for optimal combination of exogenous
    and endogenous growth factors.

6
  • A couple of Regional Innovation System models can
    be identified.
  •
  • Model oriented for on the bottom level,
spontaneous non-systemic initiatives of the RIS
  •
  • Model which puts accent on the systemic
networking of subsystems, then approaching the
    concept of learning regions.
  • Model which expresses hierarchical dependence of
the particular regional innovation system to the
    center

7
  • The cohesion mechanism influences the functional
dynamism of regions and systemic interactions
    inside regions!
  •
  • Need for assessing structural change and
    innovation
  • Coherent sets of indicators covering both
structural change and oriented for innovation.

8
  • Structural indicators (social, economic and
    environmental).
  •
  • Short list 14 structural indicators allowing to
assess a progress in Lisbon Strategy
    implementation,
  • Long list is consisting 127 structural
    indicators elaborated by the EUROSTAT.
  • Two scoreboards are used
  •
  • The Innovation Scoreboard
  • The Enterprise Policy Scoreboard.

9
  • Summary Innovation Index (SII) provides an
overview of the relative national performances.
The SII is calculated for all countries, based on
the number of available indicators, which can
vary from 12 to 20 depending on the country.
  • The SII is based of partial indicators covering
human resources for innovation (5 indicators),
the creation of new knowledge (4 indicators),
transmission and application of knowledge (4
    indicators), innovation financial measures of
    innovation, results of pro-innovation measures,
    market related issues (7 indicators).

10
  • The enterprise policy scoreboards allow for
analyzing phenomena in the industry sector,
which are underpinning for from the point of view
of dynamic and resilient enterprises development
    and its competitiveness growth.

11
  • Conclusions
  • Importance of a consolidated approach
    SEM-RIS-Cohesion Policy
  • Relation of RIS to the new governance approach
  • Putting accent on complementary
    structural-innovation indication
  • Problems with Summary Indexes
