3 In 1998, 65 workers lost their lives in
construction accidents. For three years the
number of construction fatalities in Florida
increased at an alarming rate from 50 in 1996, 58
in 1997, to 65 in 1998.

Florida decreased by 11 to 54, after the
implementation of CARE.

12SMALL BUSINESS OUTREACH
Due to the large percentage of companies with
less than 100 employees experiencing fatalities,
OSHA developed a small business outreach plan.
The first year we passed out materials to inform
employers about CARE and to aid in the
development and implementation of effective
safety and health programs. For example, we
developed a computer disk that contained 13
different safety and health programs including a
specific safety and health program, a fall
protection program and other programs that can be
effectively implemented by any company. Those
programs are on this compact disk.

19Most overhead power lines (OHPL) are not
insulated. Best safety practice, never get
closer than ten feet to an overhead power line.
When working around OHPL with cranes, refer to
1926.550(a)(15)
20Consider all lines as energized. Ask the utility
company to shut down the lines or install
insulation over the lines during the time you
will be working near them.

microwave antenna on fire and seriously injured a

are available to contractors who have no choice
but to work within the 10 foot zone. 1. Only

slide. The boom on this piece of concrete
pumping equipment is closer than 10 feet from
this section of overhead power lines.
27Aluminum ladders are conductors. 1926.1053(b)(12)
Ladders shall have nonconductive siderails if
they can contact energized lines. Still, keep
ladders 10 feet away.
28Any equipment can come into contact with overhead
power lines. Make sure you are 10 feet away from
overhead power lines.

39Aerial lifts provide a safe method of reaching
your working area.as long as they are used
appropriately. This is definitely NOT the
appropriate way to use an aerial lift or a
stepladder.
40A scissors lift is not a climbing device or a
ladder.
41Floor Holes are a common hazard It is very easy
to step backwards into them, or step into them
when carrying something that blocks ones forward
view. Floor holes over 2 inches in their least
diameter must be covered. 1926.501(b)(4)(i)-(iii)

guardrails around them, or be properly covered.

structures often present severe fall hazards.

with lanyards and/or a catch platform would be
suitable means of fall protection. Additionally,
guardrails must be installed on the ladder-jack
scaffold or have the employee use a full body
