To provide a work focused route to motivate
14-19 year olds with relatively low attainment
and at risk of disaffection

2006-07 - national programme was piloted by 21
partnerships 2007-08 - it ran in 70
partnerships nationally including Lincoln 14-19
Partnership 2008-09 rolling out across
Lincolnshire 2009-10 continue Lincolnshire
roll out(?) 2010-11 funding within school
budgets

- Low skill levels
- Evidence of limited educational progress
- Likely to underachieve at the end of KS4
- Clear signs of disengagement
- Inadequate social skills,
- Background in deprived communities
- Issues associated with deprivation,/high inward
migration from other European communities - Low levels of aspiration
- Emotional or behavioural problems,
- A recognised learning difficulty or disability
- Those involved in the youth justice process
