Title: CDC Overview

1
CDC Overview
  • Use of the CDCs CRA System for Pandemic Influenza

2
Basic Functions
IIS
CRA
3
CRA - What is it?
  • The CRA system supports the protection of the
public in the event of national public health
threats by managing information about the
administration or use of countermeasures under
    both pre-event and post-event conditions.

4
CRA - What is it? (contd)
  • Campaign-centric
  • must have a defined campaign in CRA before it can
    support countermeasure data
  • for each campaign, each jurisdiction can select
    how to use CRA

5
CRA Modes
  • CRA has 2 modes
  • CRA on-line
  • Partner users manage data using the CRA web
    interface
  • CRA messaging
  • Partner uses own system to manage data and
submits needed data to CDC CRA

6
CRA On-Line Core
  • Campaign
  • Current NSPP, Monkeypox Outbreak 2003, Flu
    Vaccine Shortage 2004-2005
  • In process Pandemic Flu (pre and post event)
  • Countermeasures
  • Current smallpox vaccine with take response
    flu vaccine
  • In process isolation/quarantine with follow-up
    pill-based pharmaceuticals

7
CRA On-Line Core (contd)
  • Jurisdiction
  • Both partner and sub-jurisdictions
  • Organization
  • Clinics/PODs, referring organizations, health
    departments, etc
  • have functions in campaigns
  • Hierarchy
  • Organizes jurisdictions and organizations for
    each campaign

8
CRA On-Line Core (contd)
  • Users
  • Assigned to either partner or organization in
    campaign
  • Staff
  • have responsibilities in each campaign
  • assigned to organizations
  • Patient
  • both identified and non-identified generally
    supported
  • must be part of a campaign to be entered
  • may require a countermeasure
  • identified data may not be shared outside the
    system unless required by campaign

9
CRA On-Line User Roles
  • Public Health Administrators (PHA)
  • Assigned to partner jurisdiction
  • Manage data for the partner
  • Run public health reports extracts
  • Data Entry Specialists (DES)
  • Assigned to an organization/POD in a campaign
  • Manage the data for an organization in a campaign
  • Global Administrator (GA)
  • Manages CRA
  • Assists users

10
CRA Messaging
  • PHIN certification in the CRA PHIN functional
    area
  • partner has a system capable of supporting the
    necessary functions
  • partners system is capable of producing the
necessary data exchange with appropriate format
    and data (vocabulary)
  • Select to use CRA messaging for given campaign

11
Pandemic Flu CRA
  • HHS Pandemic Influenza Plan (http//www.hhs.gov/pa
    ndemicflu/plan/)
  • create a seamless preparedness network where we
are all working together for the benefit of the
    American people
  • Domestic vaccine and production capacity
sufficient to provide vaccine for the entire U.
    S. population
  • vaccine... will be procured and distributed to
state and local health departments for
    immunization of predetermined priority groups.
  • antiviral drugs from public stockpiles will be
    distributed
  • Two doses per person were assumed to be required
    for protection.

12
Pandemic Flu CRA (contd)
  • Vaccinate the US population
  • Tens of thousands of providers giving vaccine
  • Approx 300 million patients
  • Approx 600 million vaccinations

13
CRA Pandemic Flu Plans
  • Preparedness (pre-event)
  • build an aggregate module to capture data needed
by NIP/HHS to monitor coverage and readiness
  • include aggregate messaging for partners with
    systems
  • with NIP AIRA, conduct survey to determine if
    an individual module is needed

14
CRA Pandemic Flu Plans (contd)
  • Post event
  • complete isolation/quarantine module
  • build anti-viral module
  • add new messages as needed for partners with
    systems
  • explore connection to or data exchange with
    distribution systems
  • explore data exchange with outbreak management
    systems
