  • Immediate Measure in Kharif - Coverage of flood
    damaged area of Winter Paddy by paddy seeds
    (direct seeded under delayed condition) and
    locally procured Winter Paddy seedlings..
  • Proposed programme in Rabi - Special programme on
    Rabi crops viz., Wheat, Maize, Rape Mustard,
    Pea, Lentil, Summer Rice, Rabi Vegetables, Onion,
    Potato, and Coriander.

PREPAREDNESS F OR RABI, 2008-09
  • Full Utilization of provisions of the schemes -
    NFSM-Rice, RKVY, Macro Management, Horticulture
    Mission, State Priority etc.
  • Institutional tie-up with ASC, NSC, RSG, NAFED
    and private agencies for streamlining flow of
    seeds taken up.
  • Seed Replacement Rate target has been fixed for
    Paddy at 22.7, Pulses 51, Oilseeds (Rape
    Mustard) 24, Wheat 72, Maize 34 and Jute 61.
  • For the ensuing Rabi season the consumption
    target of fertilizer has been kept at 100.0 Kg
    per hectare against consumption of 97.3 Kg per
    hectare during Rabi 2007-08.
  • Tie up arrangements have been finalized with
    fertilizer manufacturers both under ECA and
    decontrolled fertilizers to ensure timely
    availability of fertilizers to farmers.
    Fertiliser supply agencywise targets have been
    fixed.

PREPAREDNESS F OR RABI, 2008-09
  • Mechanization
  • Massive mobilization of tractors and power
    tillers provided to farmers to catch up timely
    tillage operation. Already, 2342 nos. of
    tractors and 10367 nos. of Power Tillers are
    provided to farmers.
  • In addition to the existing farm power, it has
    been targeted to distribute 1598 Nos. of Tractors
    (under State Priority Scheme / Asom Vikas Yojana)
    and 838 nos. of Power Tillers (under RKVY/ TMIDH)
    during the remaining period of current year.
  • Also, introduction of new farm machineries like
    Rotavator, Reaper / Binder, Zero Tillage Planter
    Combined harvester is proposed.
  • Irrigation
  • Full utilization of 3.84 lakh hectares of command
    area so far created by Agriculture Department
    through installation of 1,81,197 nos. STWs and
    13,660 nos. LLPs under various schemes /
    programmes.
  • Additional area of 0.27 lakh hectares will be
    brought under assured irrigation through
    installation of STWs (8,580 nos.) LLPs (4,855
    nos.) during the remaining period of the year.

NFSM-RICE OPERATIONAL PROBLEMS SUGGESTIONS
  • The State is not self sufficient in seed
    production. Assistance for production of
    Foundation Seed from Breeder Seed will help the
    State to fulfill the requirement.
  • As per guideline under NFSM Rice only certified
    hybrid seed should be distributed at subsidized
    rate. Since there is no certified seeds of hybrid
    paddy seeds under private sector and public
    sector, so lifting of condition of certified
    seeds will facilitate the State to arrange
    required hybrid seeds.
  • The subsidy allotted for hybrid seeds is only Rs.
    20/- per kg. It should be enhanced to 50 of
    actual cost for attracting the farmers.
  • With the assured irrigation facilities created
    through installation of STWs LLPs, Summer Paddy
    Early Ahu is cultivated in comparatively
    problem free period. With additional irrigation
    facility there is scope to increase the area and
    productivity of Summer Paddy. Hence, subsidized
    STW provision should be provided to NFSM-Rice
    similar to that of NFSM Wheat.
  • Rice is cultivated in 3 seasons as Winter Paddy,
    Summer Paddy Autumn Paddy. For easy quick
    preparation of land after harvest of one crop it
    requires Tractor, Power Tiller, etc. But under
    NFSM Rice, there is no subsidy provision for
    Tractor Power Tiller. Provision for Tractor
    Power Tiller at 50 subsidy will help area
    expansion as well as production under Rice.

  • The plan envisages food security as well as
    optimum utilization of comparative advantages of
    the State in terms of potential crops.
  • At least 2 annual growth is targeted during 11th
    plan.
  • Allotment of fund by GOI for 2008-09 Rs. 142.62
    crores.
  • Sector wise allocation as approved by State Level
    Sanctioning Committee is shown below -
  • GOI has already released Rs. 71.31 crores for
    Agriculture allied sectors.

  • The AGRICULTURAL PRODUCE MARKET COMMITTEE (APMC)
    Act has been amended in 2006 and adopted.
  • The concept of Contract Farming Market Boards
    power to levy cess have been incorporated in the
    Act.
  • Market Infrastructure
  • The State has 20 Principal Market Yards, 204
    Sub-Market Yards, 831 Rural Primary Markets 344
    Wholesale Markets.
  • 24 Regulated Market Committees, 20 Primary Market
    Yards, 204 Sub-market Yards, 831 Rural Primary
    Markets 344 Wholesale Markets. have been
    established by Assam State Agricultural Marketing
    Board (ASAMB).
  • 2 big Wholesale Markets 31 Small Rural Markets
    / Apni Mandis have been developed under
    Horticulture Technology Mission.
  • Development of 50 Rural Hatts and 24 Rural
    Wholesale Markets Under World Bank assisted AACP
    is in progress.
  • 24 Regulated Markets have been covered under
    AGMARKNET.

  • Cold Storage
  • ASAMB, in association with the Spices Board of
    India has constructed a Cold Storage of 500 MT
    capacity as well as a Warehouse of equal
    capacity.
  • One Wholesale Market (Vegetable) with a Cold
    Storage has been established in Kamrup district
    by ASAMB under NEC Sponsorship.
  • Another cold storage of 2000 MT capacity with
    allied marketing facilities in Kokrajhar district
    is nearing completion.
  • Rural Godown
  • Under RGBY, ASAMB has created has constructed 39
    Rural Godowns with storage capacity of 28,500 MT.
  • NABARD has refinanced private entrepreneurs for
    development of 27 Rural Godowns for a capacity of
    38,179 MT

ISSUES
  • Scarcity of fertiliser, more particularly
    nitrogenous phosphatic fertiliser, at the peak
    period is a major cause of concern for the
    farmers of the State and needs to be addressed
    urgently.
  • Fertiliser transport subsidy from rack point to
    distributing point (farmers door step) should be
    made available.
  • Ambitious production target of Summer Rice, Wheat
    and Rape Mustard has been planned keeping in
    mind that the procurement agency like FCI will
    come forward for procurement.
  • Announcement of Minimum Support Price for Rabi
    Foodgrains as well as Oilseeds may be made a
    season ahead which will give a proper direction
    for crop diversification at farmers level.
  • Higher moisture content of Winter and Summer Rice
    being unacceptable for procurement agencies,
    farmer friendly modalities may be developed by
    procurement agencies to carry our products at MSP
    to other parts of the country having less
    relative humidity.

  • Contractual farming under PPP model is spreading
    in case of Potato, Zinger and commercial Flowers.
  • In case of Potato, the PPP concept is spreading
    as here under

Status of major crops due to Mission intervention
  • Significance
  • One of the fastest growing sector in Assam.
  • Women SHGs in Kokrajhar district earned about Rs.
    1.2 Lakh in just 10 months from the first crop of
    orchids.
  • Another SHG in Kamrup district earned Rs. 24000/-
    during June 2008 from Anthurium crop.
  • More such stories will emerge in days to come.
  • Commercial flowers has become a way of life for
    atleast 9 SHGs mostly women in Kokrajhar district
    alone and their annual income is around Rs. 15.35
    Lakh.

Status of major crops due to Mission intervention
  • Significance
  • Massive area expansion with elite grafts
    recommended by Cashew Cocoa Board in progress
    to strengthen the production base.
  • Plantations at NC Hills Dhubri started bearing
    fruits.
  • This is being a new area, trainers training
    programme at National Research Centre for Cashew
    are organized.
  • Efforts are on to modernize 11 nos. of processing
    units at Mancachar area of Dhubri district.

ISSUES
  • Existing cost norms of the scheme of Technology
    Mission on Horticulture needs upward revision as
    cost of all inputs are increasing.
  • Non-availability of quality planting material
    within easy reach of farmers is an area of
    concern. A system is to be developed for
    availability of planting material along with a
    system of certification is essential.
  • There is need to assist brand creation of
    horticultural produce in the production hubs
    itself along with scientific packaging.

ISSUES
  • There is need to take up a corridor approaching
    with Cold Chain facilities in Airports in the
    N.E. Region having connectivity with Metro
    Airports (with dedicated cold storage facilities)
    for sending horticultural perishables in fresh
    condition.
  • Procedures adopted by MFPI for sanctioning
    schemes should be streamlined on top most
    priority and there may be provision for spot
    sanctioning of viable schemes.
  • There is an urgent need to set up one most modern
    Terminal Market at Guwahati with connectivity to
    all major markets of the region. This will
    greatly facilitate growers for their market
    access.
