Emergency Management Recommendations
  • Emphasize the principles of contemporary
    emergency thinking and recommend state DOTs stay
    within this thinking unless there is good reason
    to do otherwise. Such principles include
  • State DOTs should have an agency-wide emergency
    operations plan (which all state DOTs do not as
    yet have)
  • State DOT plans and procedures should complement
    the states overall emergency structure and plans
  • State DOT plans should adhere to an all-hazards
    approach
  • State DOTs should use the conventional emergency
    management cycle for planning (Mitigation
    Preparedness Response Recovery) and within
    that framework, give strong consideration to
    preparation for specific response activities.

Further Emergency Management Recommendations
  • Encourage state DOTs to be a full player within
    their states emergency management community.
  • Recognize the need for state DOTs to understand
    the basic concepts of the Incident Command System
    (ICS) and Unified Command (UC) and the NIMS as it
    is further developed.
  • Encourage that resources used to prepare for
    terrorist incident responses should be allocated,
    where possible, to pre-event preparedness efforts
    that enable the Department to respond to a range
    of emergencies.

NCHRP/TCRP Activities
  • AASHTO/NCHRP Field Personnel Training Program
    under development
  • NTI is funded under 20-59(6B) at 50,000 in FY
    2004 and (proposed) 50,000 in FY 2005 to provide
    train-the-trainer programs. NTIs program is
    focused on awareness training.
  • Publication of the 20-59(6) handbook is
    anticipated in spring 2004.
  • A CD-ROM version of the NTI awareness training is
    in contracting right now, and should be available
    mid-2004.
  • Two joint TCRP/NCHRP projects in procurement,
    with RFPs due from security task order
    contractors
  • NCHRP 20-59(18) TCRP J-10C Guidelines for
    Transportation Emergency Training Drills and
    Exercises
  • NCHRP 20-59(21) TCRP J-10F Continuity of
