• Needs some work in order to be complaint to

Master Election Issue

• If equal priority, and nonpreemption, could have
  pathological behavior
• Suggestion append IP address as low-order of
  priority
• Result never have equal priority
• This fixes the problem, but now dont have
  minimal disruption
