  • statutory duty on schools to provide careers
    education to be extended to Years 7 and 8
    (from September
    2004 at the earliest although many schools
    already have careers-related learning as part of
    their Key Stage 3 personal development learning
    programme)
  • National Framework for Careers Education and
    Guidance 11-19 (Published in March
    2003)

What is it?
  • The Framework provides for the first time, a
    national consensus on what career learning should
    cover for the age range 11 to 19.
  • The content reflects work done previously by QCA,
    the DfES and local partnerships
  • It aims to support schools, colleges and
    work-based training providers in improving the
    quality of career learning
  • It is supported by further materials provided by
    the Careers Education Support Programme, such as
    the CEGNET website and the suggested scheme of
    work

Why a National Framework for CEG?
  • The National Framework is part of the Government
    initiative 14 to 19 Opportunity and Excellence
  • Changes to the 14 to 19 curriculum and the wider
    choice of learning routes available to young
    people from an earlier age, will require them to
    have the knowledge, understanding, skills and
    information to make sound decisions about
    learning, career and lifestyle choices.
  • A planned programme of careers education provides
    the framework of learning outcomes, plus advice
    on securing coherent guidance provision and
    improving quality which will support students in
    this process of choosing.

How should I use the Framework?
  • The framework is designed as a toolbox of
    materials which you use when you want to review a
    particular aspect of careers work in your
    organisation
  • a guide for planning a new programme, devising
    schemes of work and support arrangements
  • a checklist and standard for reviewing and
    developing existing provision and practice
  • the basis for producing a statement of
    entitlement for young people about what they
    should know, understand and are able to do
  • A basis for negotiating with managers for
    curriculum time
  • a means to help identify staff training needs
  • a quality reference point for the self evaluation
    approaches recommended by Ofsted
  • a checklist for reviewing and developing local
    quality standards and awards.

How are the learning outcomes and programme
content organised?
  • Developments in learning and work make it
    essential that young people take a more active
    part in their career learning. The programme
    emphasises individual participation and is built
    on three aims.
  • These are that young people should be able to
  • understand themselves and the influences on
    them (Self Development)
  • investigate opportunities in learning and
    work (Career Exploration)
  • make and adjust plans to manage change and
    transition (Career Management)

What should I be doing ?
  • If you are in a Connexions Partnership/careers
    service or LEA, in addition to disseminating the
    Framework, you might use it to
  • Review your current resources and practice
  • Consider any changes you may wish to make
  • Build this into your business plan to include
    implementation planning for March 2003 to July
    2003
  • Include the National Framework within your
    training plan
  • Build monitoring and review into an impact survey
    for June 2004

    the Framework to

  • Build this into your department improvement plan
    to include implementation planning for March 2003
    to July 2003
  • Use the National Framework to inform your careers

    for June 2004

Future action
  • The framework is a document for practitioners to
    help review and plan career learning against an
    agreed national standard
  • When you have the opportunity
  • consider the careers programme you have in place
    at the moment particularly look at similarities
    and differences between that and the Framework.
